File Note: It is intimated that the industry is small scale, red category grey board and craft board manufacturing unit. Earlier the industry was granted consent to operate under Water Act, 1974 & the Air Act, 1981 valid upto on 30.06.2023. The industry has applied for varied consent to operate under the Water Act, 1974 and Air Act, 1981 for increasing of production capacity from Grey Board & Kraft Board @ 15 MTPD to Grey Board & Kraft Board @ 30 Metric Tonnes/Day. Now, the industry has applied for fresh consent to operate under the Water Act, 1974 and under the Air Act, 1981 for the previously existing production capacity of Grey Board and Craft Board @ 15 MTD and deposited fee adequate upto 30.6.2029. Earlier, the industry was issued notice u/s 33-A of the Water Act, 1974 and u/s 31-A of the Air Act, 1981 with opportunity of personal hearing before the Chief Environmental Engineer of the Board on 01.02.2024, wherein it was decided that 1. The industry shall submit Bank Guarantee of Rs. 1.0 lac imposed earlier within 10 days. 2. The industry shall operate its APCD regularly & efficiently so as to achieve the prescribed standards of the Board. 3. The industry shall maintain the record water used in the process, treatment in ETP and re-circulation of effluent on day to day basis. 4. The Regional office-2, Jalandhar shall visit the industry, verify the compliance made by the industry, collect stack sample and submit report within 01 month. In compliance, the industry has submitted Bank Guarantee of Rs 50,000/- valid upto 10.06.2025 and Rs 1,00,000/- valid upto 04.03.2025. The industry was visited by officer of the Board on 12.09.2024 & observed that the industry was in operation during the visit. The industry is engaged in manufacturing of craft Boards from all kind of waste papers. The industry has installed ETP. Trade effluent is being stored in collection tank and thereafter it has been reused in the process back. Further, the industry has installed DAF system. The industry has upgraded the ETP. The industry has started maintaining the record of effluent used in the process, treatment in ETP and re-circulation of effluent on day to day basis. The industry has installed 02 boilers of capacity of 05 TPH. During visit one boiler was operational and has provided trima cyclone followed by wet scrubber as APCD, which are also in operation. Stack emission samples were collected on 02.04.2024 and the results were within the prescribed limits of the Board. The industry is now complying with decisions of hearing given before CEE, Jalandhar and complying with provisions of Water (Prevention and Control of Pollution) Act, 1974. The industry has submitted a request letter mentioning that they have drop the plan to increase production capacity. The industry has requested that consent to operate for the original capacity Grey Board and Craft Board @ 15 MTD be granted and the additional machinery installed by the industry i.e. 02 driers and one stand by boiler may be sealed. The representative informed that they are applying for obtaining site clearance under Factories Act, 1948 after which they will apply for varied consents for increasing production capacity. May if approved consent to operate under Water Act, 1974 and Air Act, 1981 granted to the industry upto 30.06.2029 for production capacity from Grey Board & Kraft Board @ 15 MTPD with special condition that the industry shall not increase production capacity without obtaining site clearance under Factories Act, 1948 and Varied CTOs from the Board. The orders for sealing of additional machinery installed as well as boiler i.e. 02 driers and one stand by boiler may be sealed. (Competency Senior Environmental Engineer)
