It is submitted that, the industry is a small scale red category dyeing unit and was earlier granted consent to operate under the Water Act, 1974 vide no. CTOW/Fresh/LDH3/2024/25227326 dated 25.04.2024 and Air Act, 1981 vide no. CTOA/Fresh/LDH3/2024/25227379 dated 25.04.2024 for production of dyeing of polyester fabric @ 750 Kgs/day and dyeing of yarn @ 400 kgs/day with disposal of trade effluent @ 50.0 KLD onto land for plantation after treatment through ETP and domestic effluent @ 0.5 KLD onto land for Plantation after septic tank, which were expired on 24.10.2024. Further, the directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 were also issued to the PSPCL authorities to restore the electric connection of the unit temporarily upto 24.10.2024 vide Board’s letter no. 2625 dated 26.04.2024.
Now, the industry has applied for varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for production of dyeing of polyester fabric @ 750 Kgs/day, dyeing of yarn @ 400 kgs/day and production of baby yarn @ 300 Kgs/day with disposal of trade effluent @ 50.0 KLD onto land for plantation after treatment through ETP and domestic effluent @ 0.5 KLD onto land for Plantation after septic tank. The industry had already deposited Rs. 21,000/- vide UTR No. CBINH24061266511 dated 01.03.2024 & Rs. 15,000/- vide UTR. No. CBINH24075927617 dated 15.03.2024 under Water (Prevention & Control of Pollution) Act, 1974, Rs. 7200/- vide UTR no. CBINH24075934783 dated 15.03.2024 as NOC regularization fee and Rs. 21,000/- vide UTR No. CBINH24061266453 dated 01.03.2024 & Rs. 15,000/- vide UTR No. CBINH24075933503 dated 15.03.2024 under Air Act, 1981, which are adequate upto 30.06.2025.
The industry has applied for varied consent to operate because it has added production of baby yarn (dry process) alongwith existing products.
The industry has submitted copy of CLU from DTP, Ludhiana vide no. 347/DTP/L/M2A dated 09.02.2024 mentioning that the site of the industry falls in Industrial Land Use Zone as per Master Plan Ludhiana (2007-2031).
The industry was visited by AEE of this office on 07.10.2024 and observed that:-
1. The industry was in operation during the visit and the same was engaged in the process of manufacturing and dyeing of yarn in its premises.
2. The industry has installed knitting machines, 01 soft flow dyeing machine of capacity 300kg and 04 cabinet dyeing machines of capacity (60 kg X 1) and (30 kg X 3) inside the premises for dyeing of polyester fabric and yarn.
3. The industry has installed an ETP consisting of Collection tank Chemical dozing arrangement Flocculator Tube settlers Filters Outlet. All components of ETP were in line and in operational condition.
4. During the visit ETP was in operation and effluent sample was collected from the outlet of ETP and the same was sent to the Boards lab for analysis. As per analysis report, the concentration of various parameters outlet are pH= 8.0, TSS =26 mg/l, TDS = 648 mg/l, COD = 24 mg/l, BOD = 7 mg/l, O&G = 4.4 mg/l, Sulphide = BDL, Phenolic Compound = BDL, Ammonical Nitrogen = 2.5, Total Chromium= BDL, Sodium Absorption Ratio= 4.08 and Colour = 20, As per the report all the parameter are found within the limits prescribed by the Board.
5. The industry has provided plantation at area of about 01 acre to discharge treated effluent @ 50 KLD, which is adequate to manage the quantum of discharge.
6. The industry has installed 01 boiler of capacity 2.0 TPH with cyclone separator as APCD inside the premises. The wood chips was stored as fuel to be used in boiler.
7. The industry has also installed 01 DG set of capacity 30 KVA with canopy and adequate stack height.
8. The industry is complying with provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of above, it is recommended that:-
1. Varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for the period of 06 months with suitable terms and conditions.
2. Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 may be issued to the PSPCL authorities to restore the electric connection of the unit temporarily for the period of 06 months.
