File Note: It is intimated that the above industry is a Service Station (Mahindra Make) established and commissioned without obtaining NOC/Consents of the Board and falls under Orange Category of the categorization of the industries. Earlier, the service station was given opportunity of the personal hearing held before the Senior Environmental Engineer at Amritsar on 17.07.2024, in reference to Show cause notice for violation of consent to operate granted under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, wherein it was decided as under:- 1. An Environmental Compensation of Rs. 50,000/- shall be imposed after getting approval of Competent Authority of the Board. 2. The Regional Office shall collect the effluent samples of the service station and get it analyzed from Board's lab within 10-days. 3. The Service station shall apply for Consent to Operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with complete documents through online system within 15-days. 4. The service station shall execute agreements for different categories with authorized facility/Recyclers immediately. 5. The Service station shall apply for authorization under Hazardous & Other Wastes (Management and Transboundary Movement) Rules, 2016, within 15-days. 6. The Regional Office shall process the cases on merits. In compliance to above, the service station has deposited the Environmental Compensation of Rs. 50,000/- to the Board and Now the service station has applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for the operation of Service Station. The project proponent has submitted documents, which are enclosed along with the application, which may kindly be perused. The industry has submitted a copy of issued from PSPCL Bill issued by Punjab State Power Corporation, Pathankot, according to which the Service Station is running since May-2011. The service station is attached the trade certificate from the MC, Pathankot subject to certain conditions. The unit has also attached permission from Municipal Town Planner , Pathankot . The industry has already deposited Rs. 1,63,800/- vide UTR No. 010116927911 dated 14/09/2022 & Rs. 1,63,800/- vide UTR No. 010116927912 dated 14/09/2022 & and now deposited Rs. 32400/- each vide dated 24/09/2024 as consent to operate fee under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 including Rs. 500/- as Form downloading fee against total gross value of fixed assets worth Rs. 3,72,35,755/-, which is adequate upto 30/09/2025. The industry was visited by AEE of this office on 24/09/2024 and observed as under:- 1. The industry was in operation during the visit and is engaged in the process of sale, service & repair of cars (Mahindra Make). 2. The service station has installed ETP for the treatment of effluent generated from washing and servicing of vehicles, during visit the ETP was in operational condition. 3. The ETP consists of oil & grease trap, settling tank, dozing tank, settling tank, filters. 4. The representative of the service station informed that effluent treated from the ETP is reused in the washing of the vehicles. 5. The domestic effluent generated from the premises is discharged into septic tank. 6. The service station has installed one no. D.G set of capacity 125 KVA, which is provided with canopy. 7. The service station generates used oil, spent oil which is transported to authorized recycler (M/s J.K. Trading Company and the industry has made agreement with the same. The service station has been advised to obtain authorization under HWM Rules, 2016 also. It is pertinent to mentioned here that the project proponent has submitted Approved Building Plan from the competent person under the Punjab Factories Act, 1948. The project falls in Orange category in small scale sector, hence competency to decide the case lies with the Senior Environmental Engineer of the Board in the light of Head Office, Patiala letter no. 19650-761 dated 30/04/2013. In view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2025 with suitable conditions along with special condition that :- 1. The service station shall obtain authorization under HWM Rules, 2016 for the relevant categories of HW. 2. The service station shall comply with the condition imposed in the trade certificate issued by the MC, Pathankot.
