File Note: The detail agenda note is attached by Regional Office. The industry was given personal hearing before the Chairman of the Board on 04.07.2024 wherein it was decided as under:- 1. The project proponent shall submit application for obtaining consent to operate under the Water Act, 1974 and Air Act, 1981 alongwith requisite documents including land classification certificate, within 01-month. 2. The project proponent shall ensure that the tanks provided at effluent collection centre to store the effluent are properly lined to avoid contamination of soil or water due to seepage. 3. The project proponent shall adopt all the required safety measures to avoid any accident at site and shall ensure safe handling of untreated effluent being stored at effluent collection centre. 4. The project proponent shall ensure that the effluent collected from scattered units, at effluent collection centre is transported to CETP at Ludhiana on daily basis. 5. The project proponent shall maintain the record of effluent collected at collection center & transported to CETP at Ludhiana for treatment, on daily basis and submit the same to Punjab Pollution Control Board on monthly basis. 6. The Chief Environmental Engineer, Ludhiana shall monitor the transportation mechanism of this collection centre with the principal component (CETP Ludhiana). This sub component shall also be recorded in the consent mechanism of CETP Ludhiana. 7. The Regional Office-1, Jalandhar shall visit the industry verify the compliance made by the project proponent and submit the report & recommendations as per time schedule allowed. Now, the industry has applied for fresh consent to operate under Water Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 through OCMMS of the Board for Storage of trade effluent from electroplating units @ 60000 Liter/day. To check the compliance of the decisions, the industry was visited by AEE of this office on 02.09.2024 & 18.11.2024 and it was observed as under:- 1. The industry was in operation. The collection centre of the CETP operator was in operation. 2. The collection centre has provided six PVC tanks of capacity 10,000 ltrs each provided in underground pits. The industry has also provided two additional storage tanks of capacity 2000 ltr. each on fixed above the ground near the pit. 3. The industry is maintaining record regarding the effluent present in the collection center as well as lifted on daily basis. 4. The project proponent has provided a collection pit inside the large pit for the collection of spillages, which is further lifted with motor pump and is collected into the PVC tanks. There was no acid proof arrangement in the concrete lined collection pit. 5. The industry has provided separate tank for collection of rain water outside the collection pit containing tanks and the rain water is discharged into the sewer. 6. On pursuance of record maintained by the industry, it was found that the balance quantity of effluent was found to be more than 70,000 liters in few instances which is not in order as the storage capacity of the plant is only 64,000 liters. 7. As per the record, the few industries were observed where the industries are not having any valid Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 from the Board but the collection center is lifting their effluent such as M/s Knob Shark Pvt. Ltd, M/s Ess Pee Enterprises etc. 8. The project proponent has not installed water meter at site, which may help to maintain proper scientific records at site. The representative informed that at site, the record is maintained on basis of capacity of tankers lifted the effluent from at site as well as reached at site on self-judgment based, which shows that the operator is not maintaining the receiving and lifting of trade effluent data at site. The industry is not complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 nor complying with the decision of personal hearing before Chairman of the Board. May if approved, show cause notice for refusal of consent to operate under Water (Prevention & Control of Pollution) Act 1974 be issued to the industry with opportunity of personal hearing before Chairman of the Board.
