It is submitted that the subject cited industry is a small scale Red category unit and applied for obtaining fresh consent to operate under the Water Act, 1974 with requisite documents. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 258.31 Lacs as on 31/08/2024 as per CA certificate dated 09/09/2024, which is adequate upto 30/06/2026 under Water Act, 1974, as per Board's Office Order dated 29/10/2018 after deducting penalty charges 200 % and NOC Regularization fee.
The industry was visited by the undersigned on 14/11/2024. During the visit, it was observed as under:
1. The industry was in operation during visit.
2. It is engaged in manufacturing of Cycle @ 500 Nos/day by using raw material as MS Pipe @ 1.0 MTD, Paint @ 200 Ltr/day and Phosphating Chemicals @ 10 Kgs/day
3. The manufacturing process of the industry is as Raw material Phosphating Paint Wrapping & Stickering Assembling Packing Dispatch.
4. The industry has made agreement with M/s JBR Tech. Focal point, Ludhiana (CETP) for disposal of its trade effluent @ 6000 ltr/month.
5. The industry has installed water meter on pipeline leading to process area whose reading during visit was 24.2 KL.
6. Lastly, the industry has got lifted its effluent to CETP on 07.11.2024 @ 1500 ltr.
7. The industry is maintaining record w.r.t. fresh water consumption for the wet process & effluent lifted to M/s JBR Technology Ltd. The audit report is enclosed herewith.
As per the record the quantity of water consumed for wet process is in consonance with the quantity of effluent lifted to JBR Tech. Pvt. Ltd.
8. Domestic effluent generated by the industry is discharged into sewer.
9. The industry has installed 1 no. DG set of capacity 125 KVA equipped with canopy and adequate stack height.
10. The industry has submitted building plan prepared by Sh. Sukhjinder Singh approved Architect from Director of Factories, Punjab.
Site Suitability
There are no specific sitting guidelines for such type of industries. However, the subject cited industry is located in Industrial zone as per Master Plan (2010-2031) of Ludhiana. The industry has submitted Municipal Corporation, Ludhiana letter no. 201 dated 20.03.2015, which is reproduced as under:
“Your request for Change of Land Use (C.L.U) for land measuring 2500 sq.yds. located at Dhandari Kalan, Ludhiana has been considered in this office. The site falls in Industrial Land Use Zone as per Master Plan Ludhiana (2007-2021).”
In the subject cited case, the industry has mentioned ground water extraction @ 1.5 KLD. Considering 25 working days per month, ground water extraction will be 37.5 KL/month, which is less than 300 KL/month.
In view of the above, it is recommended that the industry may be granted fresh 'consent to operate' under Water (Prevention & Control of Pollution) Act, 1974 upto 30/06/2026 with suitable conditions as per policy of the Board.
