File Note: It is submitted that the industry was granted varied 'Consent to Operate' under the Water Act, 1974 vide no. CTOW/Varied/PBIP/LDH-2/2024/2402763559 dated 27.03.2024 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/PBIP/LDH-2/2024/2402882933 dated 27.03.2024 both valid upto 31.12.2024 for the manufacturing of CRCA/HROP @ 500 MT/day & Tube Mill (ERW) @ 84 MTD through PBIP portal with special conditions as under: 1. The industry shall also obtain Environmental clearance as per notification no. S.O. 3250(E) dated 20th July, 2022 issued by MoEF&CC, New Delhi and shall submit a copy of the same before 30.06.2024 to the Board. 2. The industry shall get the revised building plan under the Factories Rule, 1952 from the competent authority or the authorized person of the Department of Labours within three months if required as per their Rules. 3. The industry shall intimate the Board after shifting the machinery in the existing shed to the new shed being constructed at site. Now, the subject cited industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 14746.6 Lacs as on 31/10/2024 as per CA Certificate dated 06/11/2024, which is adequate upto 31/12/2029 under Water Act, 1974 and Air Act, 1981, as per Board's Office Order dated 29/10/2018 after deducting NOC Regularization fee for increase in the fixed assets. The industry was visited by the AEE alongwith ASO, Zonal Lab, Ludhiana on 22.11.2024 and it was observed as under: 1. The industry was in operation during the visit. 2. The manufacturing process of the industry is machining, pickling, cold rolling, annealing, packing etc. 3. The industry generates two types of trade effluent/spent acid. The industry generates spent HCL during pickling process and rinsing effluent during washing after pickling with HCL. 4. The industry has installed one ETP of capacity 240 KLD for treatment of effluent generated from washing/rinsing of HR sheets after pickling. This ETP is based on physic- chemical followed by ZLD process and comprises of collection tank, dosing with lime, tube settlers 4 nos. in parallel, collection tank with aeration, clarifier, ultra filtration, Reverse osmosis plant, multi effect evaporator and agitated thin film dryer (ATFD). 5. The industry has installed the other ETP of capacity 20 KLD for treatment of wastewater from spent hydraulic chloric acid (HCL) which comprises of collection tank, mixing with caustic and lime, tube settler, collection tank with aeration and then sent to the multi effect evaporator (MEE) and then further sent to ATFD. 6. The industry has installed water meters on all the relevant locations i.e. ETP outlets, UF Feed line, RO inlets, RO permeate reuse line, RO Reject line, MEE condensate reuse line etc which was verified during the visit and were found in order. The record maintained by the industry was verified during the visit and it was observed that the ETP for rinse water and spent acid is adequately handling the effluent / spent acid being generated from the process. 7. The industry has installed alkali scrubber as APCD on the pickling section and the industry has also installed one no. boiler of 3 TPH capacity alongwith cyclone as APCD and bio-mass as fuel. 8. The industry has submitted air emission samples analysis for sample collected on 27.12.2023 by Board’s lab from both the locations and as per analysis report, the acid mist parameter was found to be BDL against the prescribed limit of 35 mg/NM3 for the pickling section and particulate matter was found to be 192 mg/NM3 against the prescribed limit of 500 mg/NM3 from the boiler section. During visit, samples were collected and sample analysis report is awaited. 9. The industry has installed 02 DG sets of capacities one of 1250 KVA & one of 500 KVA which are provided with acoustic enclosure. 10. The industry has obtained Terms of Reference (ToR) on 21.08.2023 for obtaining Environmental clearance as per notification no. S.O. 3250(E) dated 20th July, 2022 issued by MoEF&CC, New Delhi. 11. The industry has submitted the revised building plan approved by Er. Mandeep Singh Saini competent person approved under the Factories Rule, 1952. 12. The industry has already shifted the ERW Tube mill machinery from existing shed to the new shed constructed at site. In the subject cited case, the industry has mentioned ground water extraction @ 170 KLD. Considering 25 working days per month, ground water extraction will be 4250 KL/month, which is more than exempted quantity. The industry has obtained permission for ground water extraction from PWRDA vide no. GW/PWRDA/06/2023/L3/16 dated 20.06.2023 valid upto 19.06.2026. It is therefore recommended that 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be renewed for six months with special condition that the industry shall obtain Environmental Clearance under EIA Notification, 2006 before 30.06.2025.
