File Note: The industry was earlier granted Consent to Establish (NOC) vide CTE/Fresh/BTI/2020/12191516 dated 02.03.2020 valid upto 27.02.2021 for formulation of Fertilizer and Bio-Fertilizer, Single Nutrients and Micro Nutrients @ 10,000 MT/Year. Thereafter the industry was granted CTO under the Water Act, 1974 and Air act, 1981 for formulation of Fertilizer and Bio-Fertilizer, Single Nutrients and Micro Nutrients @ 10,000 MT/Year with validity upto 30.09.2024…………… Now, the industry has applied for varied consents to operate under Water Act, 1974 & Air Act, 1981 through OCMMS on 20.11.2024 for increased production capacity for formulation of fertilizer, bio fertilizers, single nutrients and micro nutrients @ 50000 MT/yr and formulation of Pesticides, Bio Pesticides, Herbicides, Insecticides, Fungicides and Weedicides @12000MT/yr …………. The PP has deposited fees @ 54000/- vide no. 343178851 & 460563811 dated 20.11.2024 against the increased CA certificate @ 9.5 Cr. The fees is valid upto 30.09.2025. The industry was visited by AEE of this office on 23.11.2024 and it was observed as under 1) The industry was in operation during visit. 2) The industry has installed 2no. liquid formulation plants with various vessels, 2no. granular sections, 2 no. dough making sections from powder and 1. no. powder section 3) The effluent generated from the washing of liquid formulation section is reused for the next batch. Therefore, no trade effluent is generated for disposal/treatment in manufacturing process 4) The trade effluent from the laboratory wash is collected in underground tank and the effluent is forced evaporated in the pan using steam from the boiler for heating. The PP has provided stack to discharge the vapors from the forced evaporation pan. 5) The industry has provided 2 no. granular section with separate cyclones as APCD with adequate stack height and sampling arrangement. 6)The industry has provided 2 no. dough type formulation sections with separate cyclones as APCD with adequate stack height and sampling arrangement. 7) The industry has provided powder section with bag house as APCD with adequate stack height and sampling arrangement. 8) The industry has provided 2no. liquid formulation sections with separate water scrubbers as APCD with separate re-circulation systems and with adequate stack heights and sampling arrangements. 9)The industry has installed a wood baby boiler with adequate stack. The steam of the boiler is used in the dough making process and mechanical drying of formulations done. 10) The domestic effluent generated in the factory labour toilet section and office section is being treated in STP @ 10 KLD based on MBBR Technology with final disposal onto land for plantation developed adjoining to the STP of the industry @ 2 Kanals which is adequate to dispose-off generated domestic effluent. 11. The PP has installed RO plant for use of the RO water for manufacturing of the formulations and the reject is discharged into STP for further treatment. In view of the above, it is recommended that the varied consents to operate under the provisions of the Water Act, 1974 & Air Act, 1981 may be granted to the industry upto 30.09.2025 subject to the usual conditions alongwith the following specific conditions: 1. The industry will operate its pollution control devices adequately and efficiently and shall maintain proper record of the same……… 2. The Regional office shall visit the industry and will collect its emission samples as per the policy of the Board………… Competency: SEE
