A. It is intimated that the project is small scale, orange category residential colony.
B. Earlier, the project proponent was granted consent to establish (NOC) under the Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. ZO-J/2006/NOC/F-65 dated 20.01.2006.
C. Now, the project proponent has applied for fresh consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 with requisite documents.
D. The project proponent has submitted C.A. Certificate mentioning total project value Rs. 147.69 lacs and Development project value Rs. 24.02 lacs as on 31.03.2024.
E. The project proponent has deposited Rs. 92400/- vide UTR No. AXSK242400000394 dated 27.08.2024, Rs. 25200/- vide UTR No. AXSK242400000419 dated 27.08.2024, Rs. 33892/- vide UTR No. AXSK242990000743 dated 25.10.2024 and Rs. 42000/- vide UTR no. AXSK242990000770 dated 25.10.2024, adequate upto 30.06.2028
F. The project proponent has submitted completion certificate of the STP.
G. The project proponent has obtained the CLU from Chief Town Planner, Punjab vide its Memo No. 579/CTP(PB)/SP-432 (J) dated 21.10.2005 for an area of 9.9875 acres.
H. The built up area will be 48086.5 square meter [22105*2.1 = 46420.5 square meter (residential) + 833*2 = 1666 (commercial)]. The total built up area is less than 150000 square meter i.e. project is not covered under EIA, 2006.
I. The proposed site was visited by Environmental Engineer along with AEE on 28.11.2024 The site of the project falls within Municipal limit of MC Phillaur. The project proponent has demarcated the boundary wall of the proposed project at site. No MAH industry/cement plant/ grinding unit/ rice sheller/ saila plant/ stone crushing/ screening cum washing unit/ hot mix plant is located within a radius of 500 m from the boundary of the proposed site of the project. No brick kiln is located within 800 meter of the site. No air polluting industry is located within 100 m of the site. Therefore, the site of the project is conforming to the sitting guidelines laid down by the Govt. of Punjab, Department of Science Technology and Environment vide order dated 25/07/2008 as amended on 30/10/2009.
J. As per the site plan submitted by the project proponent, it shall have Residential Plots @ 118 Numbers and Commercial Shops @ 21 Numbers.
K. The project proponent has submitted building plan approved by Senior Town Planner, Jalandhar.
L. The waste water generation calculation is as below:-
Total residential dwellings – 118. Population to be served = 118 x 5 = 590.
Water consumption = 590 x 0.135 KLD = 79.65 KLD. Waste water generation = 79.65 x 0.8 = 63.72 KLD.
Commercial shops – 21. Total persons for commercial shops = 21 x 2 = 42.
Water consumption = 42 x 0.040 KLD = 1.68 KLD. Waste water generation = 1.68 x 0.8 = 1.344 KLD.
Thus, total waste water generated 63.72 + 1.344 = 65.04 KLD.
M. The project proponent has submitted feasibility report for control of pollution. As per the feasibility report, STP of capacity 100 KLD has been proposed to be installed at site. The STP will be based on MBBR technology which is principally adequate.
Keeping in view of above, it is recommended that ‘consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 may be Granted to the project proponent upto 30.09.2028 with same terms and conditions.
