File Note: It is submitted that the industry is a textile unit engaged in business of spinning, dyeing and power generation. The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, which were valid up to 31.03.2024 with conditions mentioned therein. Two sister concerns namely Unit-1 and Unit-2 are operating in the premises and both have common outlet through Biological ETP which is owned by Unit-2. The present unit i.e. U-1 has installed ETP based on Physiological Technology and the outlet of this ETP is fed to the inlet of ETP of U-2 having biological treatment for further treatment. The Unit-1 was given personal hearing before the worthy Chairman of the Board on 01.06.2023 ,wherein it was decided that:- 1) The industry shall also be liable for action under the provisions of the Water Act,1974, in case M/s SEL Manufacturing Co. Ltd. (Unit no.II), maintaining final outlet of common biological effluent treatment plant, fails to achieve the prescribed norms. 2) The industry shall operate Effluent Treatment Plant (ETP) installed based on physio-chemical treatment technology regularly & efficiently all the time to avoid any shock loading on the common biological effluent treatment plant maintained by M/s SEL Manufacturing Co. Ltd. (Unit no.II) to achieve prescribed norms at common final outlet. 3) The industry shall constitute an environmental cell for efficient operation of Effluent Treatment Plant (ETP), Air Pollution Control Devices (APCDs) and Environmental Compliances, within 01-month. 4) The consent to operate applied by industry under Water Act, 1974 be granted to industry considering adequacy of consent fees deposited by industry. 4) The Regional Office, Hoshiarpur shall verify the status, collect & get analyze effluent as well as emission samples after 01-month and submit detailed report alongwith recommendations, accordingly Now the industry has applied for renewal consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The industry has deposited Rs. 420000.0/- under Water Act vide no. SBINR52024062832088594 dated 28.06.2024, Rs. 420000.0/- vide no SBINR52024062832090713 dated 28.06.2024 under Air Act. The fee deposited by the industry is adequate up to 31-03-2025 under both Acts. To verify the consent applications the unit was visited by the officers of this office on 28.11.2024 and it was observed as under:- 1) The industry was in operation partially after shutdown. Only two no soft flow machines were operational during the visit. 2) The manufacturing process of the industry is as under: Raw Material (Cotton) ► Blow Room ► Carding ► Draw Frame ► Comber ► Finisher ► Speed Frame ► Ring Frame ► Finishing ► Two for One ► Packing ► Yarn Testing ► Preparation ► Warping ► Sizing (Optional/ with Starch) ► Weaving ► Towel ► Processing ► Scouring (Caustic/ peroxide/ wetting agent) ► Dyeing ► Neutralizing ► Wash off (Detergents) ► Finishing► Squeeze ► Tumbling Drying ► Stentering ► Cutting ► Hemming ► Labeling ► Quality Check ► Packaging. 3) The industry has installed 03 no. of Tube-wells as source of fresh water. Water meters are provided with these tube-wells and the record of these meters is being recorded. 4) The industry is maintaining the record of water abstraction, consumption and treatment. The representative of the industry informed that the unit is running at lower capacity due to low demand in the market. 5) The trade effluent generated from the industry is first treated in its own ETP of capacity 2100 KLD having components: Equalization tank, Dozing Channel, Flocculation, Tube settler, Decanter. Treated wastewater is sent to common ETP-cum- STP for further treatment of Unit-II for further disposal onto land for plantation. 6) During the visit the effluent from partially operated dyeing machines was coming to the collection tank and was being transferred to the inlet of ETP of U-2 without any treatment. The dosing tanks of U-1 ETP were empty and all the components needs overhauling to make it operational except Decanter. 7) The domestic effluent is directly sent to the common ETP-cum- STP installed in Unit-II for treatment. 8) The industry has installed OCEMS with the common ETP-cum-STP outlet at unit-II. During the visit there was no effluent at the outlet of ETP, so no readinds were displayed on the OCEMS. 10) The industry has installed a boiler of capacity 50 TPH with power plant of capacity 10 MW/hr with Rice Husk @ 300 TPD as fuel. During visit the Boiler was not operational. 12) The boiler is provided with ESP as APCD and stack of about 56 m height above ground level and sampling arrangements. 14) Five no. of DG Sets of capacity 1500 KVA each. The DG Sets are installed in an acoustic room and the stacks of height about 5 m above roof level. 15) Provision has been made for storage of boiler ash in a closed silo through closed pneumatic system from where it will be loaded in the vehicles to be dumped onto low lying area as land filling. 16) The tumbling section is provided with bag house filter and the occupier has provided cover over it. 17) The plantation area is @ 49 acres which is adequate for present scenario; however same needs to be increased if the units operate at full capacity. It is pertinent to mention here that the competent Authority of the Board has imposed a Bank Guarantee amounting Rs 10.0 Lakh on the unit-2 during personal hearing on 01-06-2023 and both these units have common final outlet. The occupier of both these units is same and the said Bank Guarantee has not been deposited by the Unit-2, in compliance to the decisions of the personal hearing. Further the unit has also failed to comply with the decisions of personal hearing dated 01-06-2023 given to the Unit-1 before the Worthy Chairman of the Board. The point wise compliance of the decisions of personal hearing noted during the visit is as under:- 1) The industry has not started aeration of the Biological ETP of unit -2 and has started feeding effluent of unit-1 at the inlet of it. 2) The industry is not operating Effluent Treatment Plant (ETP) installed based on physio-chemical treatment technology of Unit-1 to avoid any shock loading on the common biological effluent treatment plant maintained by M/s SEL Manufacturing Co. Ltd. (Unit no.II) to achieve prescribed norms at common final outlet. 3) The industry has not constituted an environmental cell for efficient operation of Effluent Treatment Plant (ETP), Air Pollution Control Devices (APCDs) and Environmental Compliances, within 01-month. In view of above, if approved, Zonal Office may be recommended that the application for renewal of 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981may be refused.
