The Project Proponent (PP) has applied for obtaining consent to operate a commercial building under the name of “M/s Tampra Estate Private Limited, 220-l, Model Town, Ludhiana” in an area of 1480.49 sqr mtrs in the 220-l, Model Town, Ludhiana. The Project Proponent has deposited the fee Rs. 54,000/- vide R. no. 898290553 dated 19.11.2024 under Water Act, 1974 and Rs. 65,300/- vide R. no. 634090977 dated 19.11.2024 under Rs. 54,000/- Air Act, 1981, Rs. 10,800/- as NOC fee and Rs. 500/- as application form fee, which are adequate upto 30.09.2029 under both acts. The detail of case is as under:-
1. The Project Proponent has submitted revenue record of entire 1480.49 square meters land like copy of registries.
2. Project Proponent has submitted Change of Land Use certificate (CLU) approved by MCL vide PB/CLU/LDH/LUDHI/2635 dated 20.11.2022 and as per this CLU, the site falls in Residential Zone as per Master Plan, Ludhiana (2007-2021). The CLU granted for commercial use.
3. The project proponent has submitted approved layout plan by Municipal Town Planner, Municipal Corporation, Ludhiana vide no. PB/LDH/LUDHI/2633 dated 13.08.2024, as per plan, total built up area of the project is 61396.75 sqr ft (5703.94 sqr mtr), hence project is not covered under EIA notification dated 14.09.2006.
4. The Project proponent has submitted feasibility report of STP of capacity 50 KLD.
5. The project proponent has proposed to treat the domestic effluent @ 40 KLD to be generated from the premises through STP of capacity 50 KLD consisting of components i.e. Collection Tank MBBR reactors Tube settler Clear water sump Ultra filtration Discharge.
6. The project proponent has submitted receipt vide no. 33/20431 dated 05.04.2024 of sewerage disposal bill paid to MCL as proof regarding permission of waste water disposal into MC sewer.
The site was visited by undersigned on 02.12.2024 and it was observed as under:
1. The site is located at 220-l, Model Town, Ludhiana.
2. The site is a six storey commercial building with basement. Project proponent has proposed to give space on rent to food franchises, Gym, restaurant and office space etc. Presently no commercial activity started at site.
3. The project proponent has installed STP consisting of components i.e. Collection Tank MBBR reactors Tube settler Clear water sump Filters Discharge (into sewer). All the components of STP were in line and in operational condition.
4. The project proponent has provided a separate storage space for the collection of solid waste, the entire solid waste is proposed to be lifted to an authorized vendor of Municipal Corporation, Ludhiana.
5. The project proponent has installed 02 DG sets of capacity 525 KVA each with canopy and having adequate stack height.
6. The project proponent is complying with the provisions of Water Act, 1974 and Air Act 1981.
7. No MAH industry is situated within a radius of 250 meter from the proposed site of colony. Also there is no air polluting industry within a radius of 100 meter from the proposed site of colony. There is no air polluting industries such as rice sheller/ saila plant / brick kiln/ stone crushing/ screening cum washing unit/ hot mix plant/ cement plant etc. within a radius of 500 meter from the proposed site. Thus, the site is suitable for operation of commercial towers.
In view of above, it is recommended that consent to operate under Air Act, 1981 may be granted to the project proponent for the operation of commercial complex upto 30.09.2029 with suitable conditions and special conditions that:-
1. The project proponent shall bound to abide by the provisions of Master Plan, Ludhiana.
2. The project proponent shall install mechanical composter for the management if wet waste to be generated from the premises within 03 months.
3. The food courts/ franchises proposed to be established in the complex shall obtain separate consent to operate under Water Act, 1974 and Air Act, 1981 from the Board.
