File Note: RO reported that Consent to Operate under Water Act, 1974 and Air Act, 1981 was granted to the industry upto 30/09/2026 and 01/09/2023 respectively subject to suitable conditions and additional condition that the industry shall comply with recommendations/guidance given by committee constituted by Punjab State Council for Science & Technology w.r.t. project titled as “Development of Pollution Prevention & Mitigation Measures for the Plywood industrial Sector” under Mission Tandrust Punjab and submit report in this regard within one month. Earlier, notice to issue directions u/s 31-A of the Air Act, 1981 was issued to industry with hearing before the CEE, Ludhiana on 06.06.2024, where it was decided as under:- 1. The industry shall operate its APCD regularly and efficiently so as to ensure that no black smoke is emitted from the stack and air emissions are within the prescribed limits. 2. The industry shall approach PSCST, Chandigarh immediately and shall submit its proposal within one month for up-gradation of APCD. Further, it shall install the upgraded APCD, within 06 months. 3. The industry shall apply for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, within 07 days. 4. The industry shall stop discharging its ash on the road and shall dispose off it scientifically and shall stabilize the land used for disposal of ash generated from the burning, within 15 days. 5. The Environmental Engineer, Regional office-1, Ludhiana shall monitor the APCD and send further recommendations for the up-gradation of APCDs of other such units. 6. The Environmental Engineer, Regional office shall verify submission made by the industry, collect the air emission sample and process consent applications on merits. Due to non-compliance of hearing decisions, the industry was issued directions u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 for the closure of the industry have been issued along-with disconnection of electric connection vide Boards letter no. 6053-54 dated 21.10.2024. The PSPCL authority directed that vide Board letter no. 6055-56 dated 21.10.2024 shall disconnect the electricity supply available to the industry/premises with immediate. The electric connection of the industry was disconnected vide TDCO no. 274/95 dated 18.11.2024. Now, the industry has applied Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with request to restore the electric connection. The industry was visited by the officer of the Board on 10.12.2024 and it was observed as under:- 1. The industry was not in operation due to electric connection disconnected. 2. The industry has made certain rectification and up-gradations in the existing APCD like refurbishing of motors, painting of parts, Chimney and upgradation of re-circulation system. 3. The industry has submitted a letter to PSCST in which it is stated that:- "We are in need to upgrade the APCD system installed with 300 kg boiler. Present Installed system is cyclone and wet scrubber You are requested to send your proposal for the feasibility report." RO recommended that consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for six month with following condition:- 1. Directions u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 may be issued to PSPCL authorities to restore the electric connection for 6 months. 2. The industry the industry will obtain the report of committee constituted by Punjab State Council for Science & Technology w.r.t. project titled as “Development of Pollution Prevention & Mitigation Measures for the Plywood industrial Sector” under Mission Tandrust Punjab and shall upgrade the APCD as per PSCST design and submit the completion report within month. If approved, 1) Directions u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 may be issued to PSPCL authorities to restore the electric connection for 6 months. 2) Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for six month as per conditions proposed by RO, Competency : Chairman of the Board
