File Note: It is submitted that the project proponent was granted consent to establish (NOC) of the Board vide no. CTE/Fresh/PTA/2023/23992655 dated 22/11/2023 having validity upto 21/11/2024 for establishment of project consisting of Restaurant having sitting capacity @50 Persons, 32 no. Rooms and One no. Banquet Hall having gathering capacity @ 300 Persons and discharge of domestic effluent @ 17 KLD onto land for plantation after treatment in STP under orange category along with requisite documents. Now, the project proponent has applied for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & under the Air (Prevention and Control of Pollution) Act, 1981 for operation and occupancy in project consisting of Restaurant having sitting capacity @50 Persons, 32 no. Rooms and One no. Banquet Hall having gathering capacity @ 300 Persons and discharge of domestic effluent @ 14.5 KLD onto land for plantation & recirculation of treated effluent @ 2 KLD after treatment through STP, along with requisite documents. Earlier, the project proponent also applied for CTO under the Water Act, 1974 and Air Act, 1981 vide applications dated 08.11.2024 which were written siting the following observations to which the project proponent has submitted reply as mentioned in the PDF attached. The project proponent has deposited online Rs. 21600/- vide online receipt no. 127214366 dated 16.10.2024 on account of consent fees & Rs. 3000/- vide online receipt no. 656232774 dated 01.12.2024 on account of penalty fees under the Water Act, 1974 and Rs. 21600/- vide online receipt no. 407726962 dated 16.10.2024 on account of consent fees & Rs. 3000/- vide online receipt No. 569757300 dated 01.12.2024 on account of penalty fees under the Air Act, 1981, which is adequate upto 30.09.2026 against the fixed assets of Rs. 295.54 lakh as on 31/03/2024 as per CA certificate dated 09.01.2025 under orange category. The project proponent has submitted completion certificate dated 26.07.2024 from M/s ADS Envirotech Technical Service & Consultants, Distt. Patiala (Punjab) wherein, the STP provider has certified as under: " We hereby certify that the STP plant has been designed, installed, and tested in accordance with the approved plans and specifications. The plant is fully functional and meets the required standards for treating sewage water. " The project proponent has submitted approved building plan from Senior Town Planner, Patiala vide Memo No. 1052 dated 13.06.2023. Accordingly, the site was visited by the undersigned of this office on 12.12.2024 and contacted Sh. Satish Bansal, partner of the firm. During visit, it was observed that: 1. The establishment has completed the construction of banquet hall and found in operable condition. 2. However, the hotel & restaurant has not been constructed yet only the structure work of the building for the hotel & restaurant has been completed. The representative informed that the it will take another year or so for completion of the said building and operation of hotel & restaurant component. 3. Further informed that a function was lastly held in the banquet hall on 06.12.2024 and there are no bookings till February, 2025. 4. The unit has installed STP based on biological treatment consisting of components as screening chamber, O&G Traps, Collection Tank, 2 no. MBBR tanks, Tube Settler Tank, Chlorine Contact Tank, Tertiary Filters, Treated Water Tank, Sludge Drying Beds. The STP was not in operation due to no inflow of effluent and only some effluent was found held in the MBBR tanks. The domestic effluent from the washrooms and the wastewater from the kitchen section is being channelized to the STP for treatment. 5. No media (attached growth) was found in both the MBBR tanks. Also no filter media/gravel was found in the sludge drying beds and the same were lying empty. Further, the tubes in the tube settler were not placed in a upright & scientific manner and placed in a haphazard manner. The rep. was advised to get the said observations removed before the next function, from the STP vendor as the STP vendor has already issued Completion Certificate to the establishment. Photographs attached in the PDF. 6. The unit has provided suction hood followed by ducting to capture emission from LPG cooking hob & tandoor bhathi. 7. The unit has not yet installed the proposed D.G set of capacity 50 KVA. The representative informed that PO has been issued to a vendor for the proposed D.G. set in the same is awaited. 8. The unit has provided earmark within premises for the segregation of the solid waste into biodegradable, non-biodegradable (saleable & inert) components. The representative informed that they are in process of executing agreement with piggery farm owners for lifting of biodegradable /waste food. Further informed that the saleable non-biodegradable waste shall be sold to local recyclers and they are in process of obtaining permission from MC, Nabha for lifting of inert non-biodegradable waste through their operator. 9. For utilization of the treated effluent has maintained earmarked laws space measuring around 701 sqm and also provided scanty plantation with hedge plantation along the inner-boundaries of the premises. Considering the capacity of the banquet hall to accommodate max. 300 persons/ function and average water requirement per capita per day (in view of nature of occupants as floating population) as 15 LPCD; the total water requirement per day shall be around 4.5 KLD and the waste waster generation shall be around 3.6 KLD. Upon treatment through the STP, the treated effluent available for utilization shall be around 3.5 KLD. It is again brought out that the technical provider of STP i.e. M/s ADS Envirotech Technical Service & Consultants, Patiala (Punjab) has issued completion certificate of STP to the unit dated 26.07.2024; however, during visit on 12.12.2024 the STP was found in incomplete form, which shows malpractice on part of the STP provider. In view of above mentioned facts, if approved, the Competent Authority be recommended as under: 1. Show Cause Notice be issued to the technical provider of STP i.e. M/s ADS Envirotech Technical Service & Consultants, Patiala in lieu to the completion certificate of STP dated 26.07.2024 issued to the project proponent albeit the STP was not fully commission & in operable condition. 2. Partial consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention and Control of Pollution) Act, 1981 for operation & occupancy of only Banquet Hall (having max. gathering capacity of 300 Persons) and generation & discharge of domestic effluent @ 3.5 KLD, be granted to the marriage palace for short term, subject to suitable conditions and the following additional conditions that: i. This consent is only valid for operation & occupancy of only Banquet Hall (having max. gathering capacity of 300 Persons) and the unit shall not commission the hotel & restaurant without obtaining varied consents from the Board. ii. The unit shall obtain extension in the validity of the granted consent to establish (NOC) by the Board vide no. CTE/Fresh/PTA/2023/23992655 dated 22/11/2023, which had expired on 21/11/2024. iii. As the present effluent load of the premises is below 5 KLD i.e. less than 20 percent overall claimed capacity of the STP (25 KLD), the unit shall get the components of the STP re-evaluated and provide partitions in the tanks for effective operation for the present effluent load within 15 days. iv. The unit shall get the STP in operable condition within 15 days and submit compliance to the Board. v. The unit shall provide separate flow meter at the outlet of STP and maintain record regarding operation of the STP on regular basis. vi. The unit shall provide arrangement for re-utilization of the treated effluent from STP for flushing purposes in the washrooms within 15 days. vii. The unit shall execute agreement with piggery farm owners for lifting of biodegradable /waste food within 15 days and submit compliance to the Board. viii. The unit shall obtain permission from MC, Nabha for lifting of inert non-biodegradable waste through their operator within 15 days and submit compliance to the Board. ix. The unit shall ensure not to undertake/ hold any function in the banquet hall till it complies with condition no. iii. to viii. above. x. The unit shall ensure that any D.G. set installed/ rented during functions shall be equipped with canopy and stack with adequate height. Competency: SEE, ZP-1
