PWRDA Permission:
The industry has mentioned ground water extraction @ 1.8 KLD. Considering 30 working days in a month, the ground water extraction will be 54 KL/month, which is less than 300 KL/month. As such the unit does not require permission from PWRDA.
Visit:
To verify the contents of the application, the industry was visited by the undersigned on 20.12.2024 and Sh. Abhishek, Proprietor was contacted. During visit, it was observed as under:
1. The industry was not in operation.
2. The manufacturing process of the industry is as under:
Raw Material Collection -> Sorting -> Shredding -> Melting and Extruding -> Cooling -> Cutting -> Packaging
3. The industry has installed 02 no. extruder machines and it has provided a common APCD to control the process emissions. The industry has submitted the stack emission analysis report dated 28.11.2024 from M/s Evapo Tech Technical Service & Consultants, Patiala as per which, the concentration of SPM was 69 mg/Nm3, which is within the permissible limits against the prescribed standard 150 mg/Nm3.
4. The industry had proposed to install an ETP at the time of obtaining NOC. However, the industry has not installed any ETP. The representative informed that, initially, there was a plan to use water in the process, but there is now no need for water usage in the process.
5. No water is used in the process, so no trade effluent is generated.
6. The industry has provided septic tank for treatment of its domestic effluent generated from toilet/bathrooms, which is being disposed of onto land for plantation.
7. The industry has provided minimal plantation within the premises. The representative was advised to increase the plantation.
From above, it is clear that the industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and with the provisions of the Air (Prevention & Control of Pollution) Act, 1981.
Recommendations:
In view of the facts mentioned above, if approved, it is recommended that the consent to operate applied by the industry under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.08.2029 (upto the adequacy of consent fee) subject to the general conditions and additional conditions as under:
1. The industry shall increase the plantation area within the premises and submit the compliance in this office within 01 month.
2. The industry shall not start wet process without obtaining prior permission of the Board.
3. The industry shall comply with the guidelines issued by Punjab Water Regulation and Development Authority from time to time.
4. The industry shall comply with all the Rules & Regulation issued by the Board for such type of industry.
5. The entrepreneur/industry shall obtain necessary statutory permissions /clearances from all other concerned departments.
6. The industry shall not generate and discharge any kind of Wastewater from the process.
7. The industry shall not install boiler/ furnace without prior written permission of the Board.
8. The industry shall obtain NOC of the Board, if it changes any of its product/capacity of the plant.
9. The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities.
10. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.
11. The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
12. The industry shall ensure that there is no public nuisance in the area, due to activities of the industry.
