It is intimated that the project proponent was earlier granted partial ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2024/24078794 dated 09/01/2024 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2024/24077005 dated 09/01/2024, both having validity upto 23/05/2024 for residential Group Housing project for operation of 780 Flats, subject to certain condition as mentioned therein.
Now, the project proponent has applied renewal ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, along with requisite document.
The project proponent has deposited consent fee of Rs. 432000/- vide R. no. 182651864 dated 06.11.2024 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 432000/- vide R. no. 443622999 dated 11.06.2024 under the Air (Prevention & Control of Pollution) Act, 1981, which is valid for 02 years, i.e. upto 31.12.2026, against the total fixed assets of the project proponent Rs. 193 cr.
The promoter company was also granted environmental clearance under EIA notification dated 14.9.2006 vide no. 3034 dated 28.10.2013 for the construction of 1266 flats having built up area of 167062.95 sq.m, which was valid upto 28.10.2020. Now, the project proponent has submitted copy of the extension in validity of Environmental Clearance from SIEAA Punjab vide no. 4023 dated 04.05.2021 which is valid upto 23.05.2024.
As per the proposal the project proponent shall be generating solid waste to the tune of 1560 kg/day and the same has to be disposed of as per provisions of Municipal Solid Waste Rules, 2016. The waste shall be segregated into bio-degradable and non bio-degradable waste. The project proponent shall provide Mechanical composter of capacity 700 kg/day for composting of bio-degradable waste. The project proponent has installed mechanical composter of capacity 500 Kg for treatment of wet waste.
Visit:
Accordingly, the site of the project was visited by AEE (OS) of this office on 20.12.2024 and during visit, it was observed as under:
1. The promoter company has constructed towers having configuration of G+12. The promoter company has given possession and about 700 families are residing in these towers.
2. The promoter company has also constructed the STP of 1 MLD capacity based on aerobic biological technology which was in operation. As per record about 360 KLD of domestic effluent is being treated daily in the STP.
3. The promoter company has submitted effluent analysis report from M/s Chandigarh Pollution Testing Laboratory on 21.03.2024 and results are as under:-

From above, the analysis results all the parameters are within the prescribed limits of the Board.
4. The promoter company has constructed 4 no. rain water harvesting pits for recharging of ground water.
5. The promoter company has installed mechanical composter of capacity 500 kg/day for composting of biodegradable waste and was in operational condition during the visit.
6. The promoter company has provided two no. of DG sets of capacity 500 KVA each, which are equipped with canopy and stack of adequate height.
In view of above, if may approved, ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, may be renewed to the project proponent upto 31.03.2026 with usual conditions & with following special conditions:
1. The promoter company shall comply with the conditions of EC granted to it vide no. SEIAA/MS/2013/3034 dated 28/10/2013 under EIA, notification dated 14/09/2006 and further extension granted to it.
2. The promoter company shall not carry out any construction activity after the expiry of EC and without obtaining the valid EC.
3. The promoter company shall operate its STP regularly and efficiently, and maintain the record of the same on daily basis. The project proponent shall maintain separate record regarding water being utilized for green area, dual plumbing and into MC sewer.
4. The promoter company shall submit analysis results of treated domestic effluent from Boards Lab within one month.
5. The promoter shall provide a buffer zone of green belt (dense populated trees with pleasant fragrance) around the sewage treatment plant, so as to reduce the effect of odour problem on the nearby residential area.
6. The promoter company shall explore the possibility of using treated domestic effluent for useful purpose such as construction work, sprinkling on dusty patches/roads, use in nearby construction activities etc.
7. The promoter company shall properly handle and manage the solid waste as per the provisions of the Solid Waste Management Rules 2016.
8. The promoter company shall not use any other fuel except HSD in the DG sets.
9. The promoter company may also develop the vermicomposting/composting to manage the biodegradable solid waste. project proponent shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies.
10. The promoter company shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities.
11. The promoter company shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocal or any other non-biodegradable material in the premises.
12. The promoter company shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
13. The project proponent shall comply with the guidelines issued by PWRDA and shall obtain permission from PWRDA for abstraction of ground water.
14. The project proponent shall reuse maximum quantity of treated wastewater for flushing (dual plumbing) & plantation purpose inside its premises and shall discharge only remaining quantity of treated wastewater into MC sewer.
15. The project proponent shall use only treated wastewater for flushing (dual plumbing) & plantation purpose in its premises and shall not use freshwater for theses purposes.
16. In case, there is any change/alteration in the approved layout plans and the proposed layout plan submitted by the project proponent alongwith this application, this CTO shall be deemed to be cancelled and the project proponent shall obtain fresh ‘consent to establish’ from PPCB.
17. The project proponent shall comply with the conditions of the environmental clearance granted by SIEAA, Punjab under the EIA notification dated 2006, at all times.
18. The project proponent shall provide energy meter and separate water meters at the outlet of STP, treated wastewater line for dual plumbing, treated wastewater line for plantation, treated wastewater line into MC sewer and shall maintain proper daily record of the said flow meters.
19. The project proponent shall install mechanical composter for composting of biodegradable solid waste to be generated from this project, within 01 month and shall intimate same to the Board within 07 days thereafter.
20. The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated by providing mechanical composter to produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner.
21. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste.
22. The project proponent shall comply with the provisions of the Construction and Demolition Management Rules, 2016.
23. The project proponent shall take adequate steps to the effect that the construction material of any kind that is stored at site shall be fully covered in all respects so that it does not disperse in the air in any form.
24. The project proponent has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances / permissions from all other concerned departments.
25. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time.
26. The project proponent shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time.
27. The consent is being issued to the project proponent based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing.
28. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
