File Note: The Project proponent has applied for obtaining CTE under the provisions of Water Act, 1974 and Air Act, 1981 for development of the Residential Township Project in the land area of 47.9 Acres consisting of 422 Residential Plots, Commercial area @ 84 plots, School @ 1.95 Acres and EWS in 2.5 Acres Area in the revenue estate of Village Nehianwala and Amargarh tehsil and district Bathinda. The promoter company has submitted the project report, feasibility report, approved layout plan, copy of partnership deed and disposal area details. The PP has got approved the layout plan from the CA BDA vide no. 1281 dated 30.8.2024. The promoter company has attached project report of Rs. 1733.8 Lakhs. The promoter company has deposited NOC fee under the Water Act, 1974 and Air Act, 1981 of Rs. 24000/- vide R no. 912807154 dated 22.8.2024 which is adequate for 1 year as per Board office order no. 524 dated 29.10.2018. The total land area of the project was 49.59 acres with saleable area is 94,483.14sqm. With 2.1 FAR the builtup area may cross 1,50,000sqm. As per feasibility report: Total water consumption of the township will be 340 KLD considering 5 persons per house hold and the wastewater generated will be 272 KLD. The promoter company has proposed to install an STP of 300 KLD to treat the wastewater generated from the residential township. The PP has proposed STP based on the MBBR technology @ 300 KLD. For utilization of the treated effluent PP has proposed as under: Total domestic effluent of our colony is 272 kl/d. out of which we provide dual plumbing arrangement for re-use of the treated effluent of approximately 112 kl/d that will be recirculated to the houses for the flushing, gardening purposes etc. Rest of 160 kl/d of treated effluent will be used for the gardening purposes of 8.18 acres of plantation area. As mentioned, all the plots in the residential colonies of Punjab region, maximum 3 floors can be built but floor wise registry is not allowed, therefore, Only 1 family can be accommodated per plot that's why we have calculated the total population in the colony at 5 persons per plot. As of now, we have provided the arrangements for the primary treatment of the effluent. In 2nd step, when enough population accommodates in the colony to generate the sufficient effluent to operate the STP, we will install the STP plant of 150 KLD. In the 3rd step, with more population moving in the colony, we will upgrade the STP plant to 300 KLD. In case, population increases more than the expected calculation in the colony and reaches up to average 15 persons per plot, we will be bound to further upgrade the STP step by step as per the requirement. This 8.18 acres land available for the plantation is more than enough to handle 350 - 400 KLD effluent. The PP has not provided proper calculation for the effluent w.r.t commercial plots and school strength as effluent proposed/ capita is on lower side. Considering 15 persons population per household total effluent generation will be much more than proposed. Total plantation/ gardening area within project is park 11073 .82 sqyds + 286.61 sqyd i.e. 9498.76 sqm i.e. 2.345 Acres which is not sufficient to handle such discharge. Solid waste generation is estimated to 0.74 MT/day considering 5 persons per plot, Solid waste management area has been provided and marked in approved layout submitted. Biodegradable waste will be composted by use of 4 no. honey comb pits. The site of the subject cited project was visited by AEE of this office on 24.01.2025 and it was observed that as under: 1. The site is located on LHS of the Bathinda-Goniana Road, Bathinda and the site is surrounded by agricultural land, marriage palace and other residential projects. 2. There is an industry M/s Sh. Ganpati Traders, Goniana Road, Bathinda which falls within 100 m of the site of the project. The industry was not in operation and has installed process of oil mill using expeller machinery for production of Binola Oil. The process falls under white category as per category code 4106. There is no process stack within the premises of the industry. There is an additional establishment adjoining which was locked. Nearby people informed that it an old shed. From condition of the same it seems that the the same is not in use. As such the establishments may not be considered under air polluting units. 3. There are 2 no. marriage palaces within 100 m of the site. 4. There is no MAH unit within 250 of the site. 3. The PP has started the construction activity at site for site levelling. The industry needs to submit proper detail w.r.t. waste water management and builtup area. As such if approved SCN may be issued to the PP for refusal of CTE.
