It is intimated that the industry had granted earlier consent to operate under Water Act Act, 1974 vide no. CTO/Renewal/LDH2/2024/25375731 dated 09.04.2024 valid upto 09.04.2029 & under Air Act, 1981 vide no. CTO/Renewal/LDH2/2024/25375955 dated 09.04.2024 valid upto 09.04.2029 for manufacturing of C.I Casting sewing machine overlock, Industrial, Domestic Sewing Machine Bodies =4 TPD and only domestic effluent 0.6 KLD to be discharged onto land for plantation and source of air pollution are 1 No. Induction Furnace @ 500 Kg & 1 No. D.G. Set @ 125 KVA with canopy.
Thereafter, the industry was visited by officer of this office on 22.3.2024 and it was observed some violations and accordingly the industry was issued show cause notice for violations of the provisons under Air Act, 1981 alongwith an opportunity of personal hearing before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 15.05.2024 and after hearing it was decided as under :-
1. The industry shall operate pollution control device regularly & efficiently so as to achieve the prescribed air emissions discharge standards and shall maintain record regarding its operation.
2. The industry shall comply with the SOPs prescribed for such type of units.
3. The auto generated consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 be revoked.
4. The industry shall submit within 7 days Bank Guarantee of Rs. 50,000/- as an assurance to comply with the provisions of the Air (Prevention & Control of Pollution) Act, 1981 in future at all times
5. The industry shall apply for consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS, within 07 days.
6. The Environmental Engineer, Regional Office shall verify submission made by industry, collect air emission sample and submit recommendations, accordingly.
In compliance of the hearing decisions, the industry has submitted the bank guarantee of Rs. 50,000/- in this office.
Now, the industry has applied for consent to operate under Air Act, 1981 alongwith requisite document.
The industry had already deposited consent fee of Rs. 72,800/- vide UTR No. 328599664 dated 04.09.2024 (air) against the total fixed assets of Rs. 213.78 Lacs which is adequate upto 31.03.2028.
The site of industry was visited by the AEE of this office on 01.02.2025 and it was observed as under:-
1. The industry is engaged in manufacturing of sewing machine parts.
2. The industry has provided one induction furnace of capacity 500 kg and has provided bag filter as APCD which was in operation during the visit. The industry has provided energy meter with induction furnace.
3. The industry has recirculate its cooling water in cooling tower.
4. The industry has installed one D.G set of 125 KVA capacity fitted with canopy and adequate stack height.
5. The industry has installed 2 coal operated oven without any APCD. But, the representative of the industry has informed that the ovens are not used on regular basis and same will be dismantle shortly.
6. The industry has also installed 2 shot blasting machine with inbuilt bag house as APCD.
7. The industry has installed 6 no. sand dhol for cleaning/rinsing of products.
8. The industry has installed 2 sand hoppers with cyclone as APCD at process area.
9. The site of the industry falls in Medium and Heavy Industrial Zone.
In view of above, it is recommended that consent to operate under Air Act, 1981 may be granted for six months with usual conditions and special conditions that :-
I. The air emission sample will be collected for induction furnace in this period.
II. The industry shall install APCD at both coal operated within 1 month.
