It is submitted that the industry a small scale orange category unit and applied for fresh 'consent to operate' under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along-with requisite documents through OCMMS. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 13.76 Lacs as on 31/12/2024 as per CA Certificate dated 20/01/2025, which is adequate upto 30/09/2029 as per Board's Office Order dated 29/10/2018 after deducting penalty charges 50 % and NOC regularization fee.
The site of the industry was visited by the AEE on 07.02.2025 and it was observed as under:
1. The industry was in operation.
2. The industry is engaged in Assembling of Kids Bicycles @ 1800 No.s/day and Paint/Powder Coating of Bicycle Parts @ 1800 No.s/day by using raw material as Paint @ 40 Kgs/day and Powder @ 80 Kgs/day.
3. The manufacturing process involves: Raw material Fork Paint/Powder Coating Oven Ready Raping Fitting with cycle parts Packing Dispatch.
4. The industry has installed 02 no. paint booths with separate water curtains as APCD, 02 no. powder coating booths with separate cyclones as APCD, 01 no. electric baking oven and 01 no. LPG based baking oven with adequate stack height. During visit, all the APCDs were found in operation.
5. It has installed D.G. set of capacity 20 KVA equipped with canopy and adequate stack height.
6. There is no generation of trade effluent. Domestic effluent is discharged onto land for plantation through septic tank.
7. The industry has submitted building plan approved from competent person Er. Sukhjeet Singh approved under Factories Act, 1948.
Site Suitability
There are no specific sitting guidelines for such type of industries. However, the subject cited industry is located in Industrial zone as per Master Plan (2010-2031) of Ludhiana. The industry has submitted land use classification certificate from DTP, Ludhiana vide letter no. 282 dated 03.02.2025, which is reproduced as under:
"ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਸਬੰਧੀ ਆਪ ਵੱਲੋਂ ਹਵਾਲੇ ਅਧੀਨ ਪ੍ਰਤੀ ਬੇਨਤੀ ਰਾਹੀਂ ਪ੍ਰਾਪਤ ਕੇਸ ਨੂੰ ਇਸ ਦਫਤਰ ਵਿੱਚ ਘੋਖਣ ਉਪਰੰਤ ਦੱਸਿਆ ਜਾਂਦਾ ਹੈ ਕਿ ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਪ੍ਰਾਵਨਤ ਮਾਸਟਰ ਪਲੈਨ, ਲੁਧਿਆਣਾ (2007-31) ਦੀਆਂ ਤਜਵੀਜਾਂ ਅਨੁਸਾਰ ਉਦਯੋਗਿਕ ਜੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੈ।"
In the subject cited case, the industry has mentioned ground water extraction @ 1.1 KLD. Considering 25 working days per month, ground water extraction will be 27.5 KL/month, which is less than 300 KL/month.
It is therefore recommended that Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2029 with suitable conditions as per policy of the Board.
