It is submitted that the industry is a medium scale red category unit. Earlier, it was granted consent to operate under the Water Act, 1974 vide no. R16SGRCTOW3663079 dated 15.03.2016 valid upto 30.06.2020 and under the Air Act, 1981 vide no. R16SGRCTOA3662996 dated 15.03.2016 valid upto 30.06.2020 for manufacturing of Small Cutting Tools @ 5,00,000 lac/year by using High Speed Steel @ 15 TPA as raw material.
Now, the industry has applied for renewal of consent to operate under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Small Cutting Tools @ 5,00,000 Number/Year by using High Speed Steel @ 0.05 T/day as raw material.
The industry has deposited consent fee of Rs. 2,06,000/- vide no. HDFCR52024092395323046 dated 23.09.2024, Rs. 72,000/- vide no. SAA90212833 dated 22.09.2020 & Rs. 3600/- vide no. SAA90213318 dated 22.09.2020 under the Water Act, 1974 and Rs. 2,13,200/- vide no. HDFCR52024092395283292 dated 23.09.2024, Rs. 72,000/- vide no. SAA90212554 dated 22.09.2020, Rs. 14,400/- vide no. SAA90212936 dated 22.09.2020 & Rs. 3600/- vide no. SAA90213318 dated 22.09.2020 under the Air Act, 1981, against the value of fixed assets i.e. Rs. 787.05 lacs (P&M= Rs. 595.82 lacs), as per CA certificate dated 15.07.2024, which is valid upto 30.09.2029 (after deducting penalty fee and NOC regularization fee) under the both acts.
The industry has submitted an undertaking w.r.t increase in value of fixed assets and as mentioned that they have installed CNC Grinding Machines and CNC turning machines in order to improve the quality of the product but has not increased its production or pollution load. Further, the industry has also submitted the copy of 01 year return of GST.
The industry has made agreement with CETP i.e. M/s The Malerkotla Effluent Collection Centre, Nabha Road, Malerkotla which is valid upto 31.12.2025 for lifting its trade effluent @ 2 KL per month.
The industry has also submitted compliance of previous consents conditions along with the application form.
To verify the facts, the industry was visited by the undersigned on 04.02.2025 and it was observed as under:-
1. The industry is located at Ludhiana Road, Malerkotla.
2. The industry was found in operation during visit. It was engaged in the process of manufacturing of Small Cutting Tools by using High Speed Steel.
3. The industry has installed bag filter followed by cyclone as APCD with sand blast machine as same was in operation.
4. The industry has installed three no. salt bath furnaces with common stack height and provided adequate sampling arrangement stack height.
5. The industry has installed DG set of capacity 10 KVA, 62.5 KVA, 200 KVA & 125 KVA with canopy and adequate stack height.
6. The industry is generating trade effluent @ 0.076 KLD and same is being lifted through CETP for further treatment.
7. The industry has provided the pucca storage tank for storage of effluent generates from the hot dip section, which is being lifted by M/s The Malerkotla Effluent Collection Centre, Nabha Road, Malerkotla.
8. The industry is generating domestic effluent @ 0.8 KLD which is being discharged onto land for plantation after passing through septic tank.
From above, it is evident that the industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981.
Keeping in view of above, it is recommended that the industry may be granted consent to operate under the Water Act, 1974 and the Air Act, 1981 both upto 30.09.2029 with suitable conditions as per Policy of the Board.
