File Note: It is submitted that the industry is a medium scale orange category industry and earlier, it was granted consent to operate under the Water Act, 1974 vide no. CTOW/Fresh/SGR/2020/11851150 dated 19/02/2020 valid upto 30/09/2024 and the Air Act, 1981 vide no. CTOA/Fresh/SGR/2020/11851144 dated 19/02/2020 valid upto 30/09/2024, for manufacturing of Self-Combine Harvester @ 100 Nos./Year, Straw Reaper @ 1500 Nos./year & Straw Chopper Shredder @ 500 Nos./year by using MS Sheet, Angle, Rounds, Engine Nut bolt, Rubber parts, casting Items, Tyre & other store items @ 25 MTD, as raw material, with certain conditions mentioned therein under orange category. Now, the industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 and under the Air Act, 1981 for the same production i.e. manufacturing of Self-Combine Harvester @ 100 Nos./Year, Straw Reaper @ 1500 Nos./year & Straw Chopper Shredder @ 500 Nos./year by using MS Sheet, Angle, Rounds, Engine Nut bolt, Rubber parts, casting Items, Tyre & other store items @ 25 MTD, as raw material. There is increase in value of CA certificate approx. Rs. 627.77 lacs. In this regard, the industry has submitted request letter along with the application and same is reproduced as under:- "I, Gurdeep Singh Dhiman, Director of M/s K.S. Agricultural Private Limited, would like to inform you that the consent for our factory issued by the Punjab Pollution Control Board (PPCB) has expired on 30/09/2024. We have applied for the renewal of the consents, and in this regard, we would like to bring to your attention a few important details. In the CA (Chartered Accountant) certificate that we submitted for the renewal application, the value of our factory has increased. This increase is due to the maintenance and renovation work carried out in our factory, including the repair and enhancement of the factory shed and office building, as well as the installation of interlock tiles. Additionally, we have replaced some of our old machinery with new machines to improve the quality of our products. I would like to clarify that, despite the increase in value, there has been no increase in the production capacity or any change in the pollution load of our factory. We have not made any expansion in production or increased the environmental load in any way. " The industry has already deposited NOC regularization fee of Rs. 10,800/- vide R. no. HDFCH00030835543 dated 30.01.2025 which is adequate. The industry has deposited consent fee amounting to Rs. 1,26,000/- (Rs. 1,20,000/- as consent fee + Rs. 6,000/- as penalty fee) through online vide receipt no. HDFCH00030779858 dated 30.01.2025 & Rs. 500/- vide R. No. HDFCH00030871586 dated 30.01.2025 as application fee under the Water Act, 1974 & the Rs. 1,26,000/- (Rs. 1,20,000/- as consent fee + Rs. 6,000/- as penalty fee) through online vide receipt no. HDFCH00030809015 dated 30.01.2025 under the Air Act, 1974, against the gross fixed assets of Rs. 1718.87 lacs, as per CA certificate dated 17.12.2024 submitted by the industry, which is adequate upto 30.06.2029 (after deducting penalty fee and balance NOC fee of Rs. 7200/-). The industry has also submitted compliance of conditions imposed in previous granted consents. The industry was visited by undersigned on 20.02.2025 and it was observed as under:- 1. The industry was in operation, during visit. 2. The industry has installed line for different CNC Machines for manufacturing of agricultural implements by fabrications. 3. No boiler / furnace / dryer has been installed in the premises as such no fuel will be used in the process except HSD in the D.G set. 4. No trade effluent is being generated from any process of the industry. The industry is only generating domestic effluent and same is being discharged onto land for plantation after treatment through septic tank. 5. The industry has installed 02 no. paint booths with inbuilt filters as APCD with adequate stack heights. 6. The industry has installed short blasting machine alongwith cyclone followed by bag filter as APCD to control the emissions generated from process. 7. The industry has installed one no. DG set of capacity 380 KVA with canopy and adequate stack height. 8. The industry is complying with the conditions of Consents earlier granted to it under the provisions of Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981. In view of the above, it is, therefore, recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted up to 30.09.2028 for manufacturing of SelfCombine Harvester @ 100 Nos./Year, Straw Reaper @ 1500 Nos./year & Straw Chopper Shredder @ 500 Nos./year by using MS Sheet, Angle, Rounds, Engine Nut bolt, Rubber parts, casting Items, Tyre & other store items @ 25 MTD, with usual conditions of the Board.
