The industry a small scale orange category service station and has applied for fresh 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along-with requisite documents through OCMMS. The industry has deposited NOC fee against the project cost of Rs. 440.0 Lacs as per project report attached, which is adequate for one year as per Board's Office Order dated 29/10/2018.
Accordingly, the site of proposed industry was visited by RO on 05/03/2025.
During the visit, it was observed as under:
1. The proposed manufacturing process of the industry is as Car Wash Soaping Washing Drying Process.
3. Trade effluent generated from the washing of vehicles will be discharged onto land for plantation.
4. Domestic effluent @ 0.5 KLD generated by the industry is being discharged into sewer. 5. The industry has submitted proposal for installation of ETP with following components: Sedimentation - Oil separation - Biological oxidation (wherever required) -Purification systems - Quartz filtering - Filtering through adsorption material - Treated Water Tank – Aeration - Recycling the treated water
6. The industry has proposed to install 1 no. DG set of capacity 250 KVA, which will be equipped with canopy and adequate stack height.
7. The industry has submitted building plan prepared by Sh. Mukhpreet Singh approved Architect from Director of Factories, Punjab. Site Suitability There are no specific sitting guidelines for such type of industries. However, the subject cited industry is located in Industrial zone as per Master Plan (2010-2031) of Ludhiana. The industry has submitted DTP, Ludhiana letter no. 139 dated 15.01.2025, which is reproduced as under: “ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਤੇ ਹਵਾਲੇ ਤਹਿਤ ਪ੍ਰਤੀ ਬੇਨਤੀ ਨਾਲ ਆਪ ਵੱਲੋਂ ਪੇਸ਼ ਕੀਤੇ ਗਏ ਦਸਤਾਵੇਜਾਂ ਨੂੰ ਇਸ ਦਫਤਰ ਵਿੱਚ ਘੋਖਣ ਉਪਰੰਤ ਦੱਸਿਆ ਜਾਂਦਾ ਹੈ ਕਿ ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਨਗਰ ਨਿਗਮ ਲੁਧਿਆਣਾ ਦੀ ਹਦੂਦ ਅੰਦਰ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਪ੍ਰਾਵਨਤ ਮਾਸਟਰ ਪਲੈਨ, ਲੁਧਿਆਣਾ (2007-31) ਦੀਆਂ ਤਜਵੀਜਾਂ ਅਨੁਸਾਰ ਉਦਯੋਗਿਕ ਜ਼ੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਇਸ ਜ਼ੋਨ ਵਿੱਚ ਸ਼ੋਅਰੂਮ ਅਤੇ ਵਰਕਸ਼ਾਪ ਆਗਿਆਯੋਗ ਹਨ।” In the subject cited case, the industry has mentioned ground water extraction @ 4 KLD. Considering 25 working days per month, ground water extraction will be 100 KL/month, which is less than 300 KL/month.
RO recommended that the industry may be granted ‘consent to establish'/ (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for one year with suitable conditions as per policy of the Board.
In view of the above, it is recommended that the industry may be granted ‘consent to establish'/ (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for one year with suitable conditions as per policy of the Board.
