File Note: It is submitted that the STP bathinda was granted CTO vide no. CTOW/Fresh/BTI/2020/11653369 dated 24.1.2020 with validity upto 7.1.2021 with conditions that; 1. The Municipal Corporation, Bathinda shall maintain daily record at STP site w.r.t. quantity of effluent received at the inlet to STP, quantity of inorganic sludge generated at STP during its operation, quantity of effluent at the outlet of effluent treatment plant and the values of major parameters like BOD, COD, TSS and F.Coli at the inlet and outlet of STP. 2. The functioning of aeration tank may be monitored daily by the Municipal Corporation w.r.t. concentration of biomass (MLSS and MLVSS), DO, sludge recycling and sludge volume index for the effective operation of STP. 3. Municipal Corporation, Bathinda shall take up the matter with the Chief Conservator of Soil, Deptt. of Soil and Water Conservation, Punjab regarding preparation of irrigation scheme to utilize the treated sewage for irrigation. The Deptt. of Soil and Water Conservation shall prepare the irrigation network scheme by 31.12.2019. The necessary funds for irrigation scheme may be tied up by the Municipal Corporation by 28.02.2020. The irrigation scheme with proper irrigation network may be implemented by 30.09.2020. 4. Municipal Corporation Bathinda shall ensure that no treated / untreated sewage is discharged into drain leading to Lissara drain after 30.09.2020. Till then, the Municipal Corporation shall ensure that it shall discharge its treated sewage conforming to the prescribed standards, falling which, PPCB shall initiate legal action including imposition of environment compensation of suitable amount. PPCB shall carryout monthly monitoring of STP, Bathinda and analysis results of each month may be conveyed to the Municipal Corporation, Bathinda. 5. Municipal Corporation Bathinda shall install OCEMS and CCTV cameras on all the important components of STP. The OCEMS and CCTV cameras should have their connectivity with PPCB and CPCB server. 6. To provide 100% connectivity of the sewerage of Bathinda to STP for treatment and to plug the bye-pass provided near the railway line on permanent basis after connecting the same with the STP, within one month. 7. The treated waste water from the STP's must confirm to the standards prescribed by the Board and shall have proper and adequate arrangements for collection and disposal of sullage generated from the STP's. Lastly the authorities concerned(MC and PWSSB) were issued SCN for violation of provisions of the Water Act, 1974, with hearing before Chairman of the Board on 31.01.2025 wherein decided that:- ………………………… 1. It is made clear that the responsibility for adequate treatment and proper disposal of waste water as well as compliance of provisions of the Water Act, 1974 lies with Local Body……. 2. MC, Bathinda shall ensure to operate the sewage treatment plants (52 MLD & 4.5 MLD) efficiently so as to achieve the wastewater standards at all times and no wastewater shall be discharged onto land for stagnation/ into any drain under any circumstances and the entire wastewater shall be discharged onto land for irrigation purposes only…….. 3. MC, Bathinda shall ensure that the entire effluent generated from the city is treated in the STPs installed of capacity 52 MLD & 4.5 MLD and no untreated effluent shall be discharged into sullage carrier including the effluent generated from the house fed colony………. 4. MC, Bathinda shall coordinate with the Deptt. of Soil & Water Conservation and shall submit an action plan/PERT chart indicating timelines for completion of various activities relating to execution of irrigation scheme for utilization of entire treated wastewater, within one month. ……………….. 5. MC, Bathinda shall ensure to install of Online Continuous Effluent Monitoring System (OCEMS)/CCTV cameras and shall also ensure to connect the same with the server of the Board…….. 6. MC, Bathinda shall ensure regular cleaning of the drains leading to the sewer network further leading to the STP, so as to enable the treatment plant to achieve the permissible standards prescribed by the Board………. 7. MC, Bathinda shall apply for obtaining consent(s) to operate under the Water Act, 1974, for both the STPs (52 MLD & 4.5 MLD), within one month…… 8. Environmental Engineer, Regional Office, Bathinda shall visit both the STPs of 52 MLD & 4.5 MLD capacity, after one month and shall submit the report/recommendations in the matter……… Now, the MC Bathinda has applied for renewal CTO under Water Act, 1974 for operation of the STP @ 52 MLD based on SBR technology. Earlier deposited CTo fees was valid upto 31.3.2021. Now, M.C. Bathinda has deposited the consent fees of Rs. 5,51,982/- under Water Act, 1974 vide no. 31/5596 dated 19.2.2025, which is adequate up to 31.12.2025 The STP was visited on 27.2.2025 and it was observed as under: 1. The STP was in operation during visit and was running at approx. 48MLD capacity. 2. During visit the monthly effluent sampling was carried out from the Inlet and outlet of STP and as per the analysis report the conc of various parameters were within prescribed limits of discharge. 3. During visit the chlorination process was also in operation. 4. The inlet leading to the STP is through sullage carrier, the treated effluent from the STP again drains into sullage carrier the inlet and outlet are separated by a gate and overflow channel. 5. The sullage carrier which carries treated effluent from STP is of approx. 12.5 km length and leads to Lasara drain. 6. The farmers use the treated effluent from sullage carrier as per requirment and the excess effluent drains into Lasra drain. 7. The MC has installed OCEMS which is lying offline and not installed as per SOP as no circulation of effluent has been provided. CCTV installed have not been connected with PPCB server. 8. Further the MC Bathinda is maintaining 2no. outlets directly into sullage carrier i.e. of Industrial Growth Centre as well as Housefed Colony. The effluent of which is directly discharged at outlet sullage carrier of the STP without treatment 9. MC bathinda is yet to make compliance w.r.t. decisions of the hearing dated 31.1.2025. 10. The STP bathinda is yet to deposit sample testing fees @Rs. 1,35,904/- for sampling upto 31.12.2024 In view of the above, it is recommended that the consents to operate under Water Act, 1974 may be granted to the MC bathinda to operate the STP Bathinda @ 52 MLD based on SBR technology for six months with conditions that: 1.
