Kindly find attached the detailed inspection report along with agenda note. Further observations are as under:-
Earlier, the unit was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2023/22372180 dated 23/06/2023 up to 31/03/2024, which was further extended vide no. CTO/Renewal/ASR/2024/25255797 on 26/03/2024 up to 26/03/2025 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2023/22372221 dated 23/06/2023 up to 31/03/2024, which was further extended vide no. CTO/Renewal/ASR/2024/25255939 on 26/03/2024 up to 26/03/2025 with usual conditions for production of BOXNHL @ 212 Nos./Year, BVCM @ 346 Nos./Year, BRN @ 44 Nos./Year and ICF BOGIE FRAME @ 100 Nos./Year by using MILD STEEL @ 9.5 Metric Tonnes/Day & STAINLESS STEEL @ 7.19 Metric Tonnes/Day as raw materials.
Now, the unit has applied for renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 along with Compliance of the previous granted consents, latest CA Certificate, air analysis report, water analysis report and request letter for extension of the validity of consent to operate.
Detail of the case are as under:
1. The industry has submitted CA certificate dated 19.03.2025, with value of gross fixed assets as Rs. 764.00 Crore. The authority has deposited Rs. 5,64,000/- vide UTR No. SBIN125063772001 dated 04/03/2025 under Air Act, 1981 and Rs. 5,64,000/- vide UTR No. SBIN525049814309 dated 18/02/2025 under Water Act, 1974, which is valid up to 31/12/2025 (after deducting Rs. 2,16,000/- (Rs. 108000 from each act) as NOC regularization fee from the total fee submitted by the unit).
2. The industry has submitted compliance report of consents granted under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974.
3. The industry has submitted emission as well effluent sample testing reports issued by the Board’s Lab, Jalandhar.
The mechanical workshop was visited by the officer of this office on 02/04/2025 and observed as under:-
1. The furnace of the mechanical workshop was in operation. Air emission samples from the furnace installed by the workshop were already collected by this office on 27/06/2024. As per analysis report received from Zonal lab, Jalandhar vide no. 1965-66 dated 04/07/2024, the analyzed parameters i.e. PM=89 mg/N3 is within prescribed limits of the Board.
2. The authority has installed three modules / STPs for domestic effluent being generated from its office block, dispensary block and cycle stand block separately. All modules were in operation and treated domestic effluent was being discharged into sewer which further leads to STP of Municipal Corporation, Amritsar. Effluent samples from the final outlet of the STP of the workshop were already collected by this office on 27/06/2024. As per analysis report received from Zonal lab, Jalandhar vide no. 2025-27 dated 11/07/2024, the concentration of various parameters of STP i.e. pH=8.7, TSS=11 mg/l, TDS=578 mg/l, COD=28 mg/l, BOD=06 mg/l, & O&G=BDL are within prescribed limits of the Board.
3. The industry has installed one no. D.G. Set of capacity 500 KVA, which is provided with canopy.
It is further intimated that the mechanical workshop is complying with the conditions of consents granted earlier under Water Act, 1974 and Air Act, 1981. The mechanical workshop falls in Red category in Large Scale sector and competency to decide the case lies with The Chairman of the Board.
Keeping in view of above, it is recommended that:-
The consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the mechanical workshop up to 31/12/2025 (upto the validity of the consent to operate fee deposited) with suitable terms and conditions. |
