RO has submitted that the unit was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2023/22372180 dated 23/06/2023 which is further extended upto 26/03/2025 with usual conditions for production of boxnhl @ 212 nos /yr, bvcm @ 346 nos./yr, brn@ 44 nos./yr and icf bogie frame@ 100 nos./yr by using mild steel @ 9.5 MTD & stainless steel @ 7.19 MTD as raw materials.
The unit has applied for renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 along with compliance of the previous granted consents, latest CA certificate, air analysis report, water analysis report and request letter for extension of the validity of consent to operate.
1. The unit has submitted CA certificate dated 19.03.2025, with value of gross fixed assets as Rs. 764.00 Cr. The authority has deposited Rs. 5,64,000/- vide UTR No. SBIN125063772001 dated 04/03/2025 under Air Act, 1981 and Rs. 5,64,000/- vide UTR No. SBIN525049814309 dated 18/02/2025 under Water Act, 1974, which is valid up to 31/12/2025 (after deducting Rs. 2,16,000/- (Rs. 108000 from each act) as NOC regularization fee from the total fee submitted by the unit). 2. The unit has submitted compliance report of consents granted under Air (Prevention & Control of Pollution) Act, 1981. 3. The unit has submitted emission as well effluent sample testing reports issued by the Board’s Lab, Jalandhar. The mechanical workshop was visited on 02/04/2025 and observed as under:- 1. The furnace of the mechanical workshop was in operation and the air emission samples from the furnace installed was collected on 27/06/2024.The analyzed parameters received from Zonal lab, Jalandhar vide no. 1965-66 dated 04/07/2024, i.e. PM=89 mg/N3 is within prescribed limits of the Board. 2. The authority has installed three modules STPs for domestic effluent being generated from its office block, dispensary block and cycle stand block separately. All modules were in operation and treated domestic effluent was being discharged into sewer which further leads to STP of Municipal Corporation, Amritsar. The effluent samples from the final outlet of the STP of the workshop were collected on 27/06/2024. The analyzed concentration of parameters issued by Zonal lab, Jalandhar vide no. 2025-27 dated 11/07/2024, i.e. pH=8.7, TSS=11 mg/l, TDS=578 mg/l, COD=28 mg/l, BOD=06 mg/l, & O&G=BDL are within prescribed limits of the Board. 3. The unit has installed one no. D.G. set of capacity 500 KVA, which is provided with canopy. The mechanical workshop is complying with the conditions of consent granted earlier under Air Act, 1981. The mechanical workshop falls in Red category in Large Scale sector and competency to decide the case lies with the Chairman of the Board.
RO has recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the mechanical workshop up to 31/12/2025 (upto the validity of the consent to operate fee deposited) with suitable terms and conditions.
Considering the report of RO, it is recommended that the consent to operate under Air (Prevention & Control of Pollution) Act, 1981 be granted to the mechanical workshop up to 31/12/2025 (upto the validity of the consent to operate fee deposited) with usual along-with special conditions as under:-
(i) The unit shall perform / promote its Corporate Environment Responsibility (CER) activities .
(ii) The unit shall carry out awareness and activities for the themes / action points identified under Mission LiFE (Lifestyle for the Environment) by Ministry of Environment, Forests and Climate Change given at the website (http://missionlife-moefcc.nic.in).
(iii) The unit shall analyze its air/effluent samples as per schedule framed by the Board for such categories of industries.
