• The industry was granted consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 vide no. CTOW/Renewal/JAL/2019/9387140 dated 26.02.2019 valid upto 25.02.2020 with suitable conditions mentioned therein.
• Earlier, in compliance of the orders of the Hon'ble Punjab & Haryana High Court, Chandigarh, Competent Authority of the Board has decided for the closure of the industries (61 tannery units included this unit) u/s 33-A of the under Water (Prevention & Control of Pollution) Act, 1974 vide Zonal office letter no. 6068 dated 31.10.2019, which were operating in the Leather Complex, Jalandhar and PSPCL authorities were directed to disconnect the electric connection available with the industry. The consent to operate granted under Water (Prevention & Control of Pollution) Act, 1974 was revoked on 31.10.2019.
• Meanwhile the electricity connections of the tannery units were re-connected for short terms periodically by the Board.
• Thereafter, the industry was granted consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 vide no. CTOW/Renewal/JAL2/2023/23215921 dated 18.09.2023 valid upto 31.03.2024 with suitable and special condition that:-
1. The industry will not discharge more than 62.5 KLD of effluent into drain leading to the Common Effluent Treatment Plant (CETP) and shall not operate its sealed machinery.
2. The industry shall operate its pretreatment plant efficiently.
3. The industry shall comply with the any directions received from the Hon’ble Punjab & Haryana High Court Chandigarh as well as Hon’ble NGT New Delhi in case of LPA 1924 of 2014 and application no 08 of 2017.
• Thereafter the industry was granted consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 vide no. CTO/Renewal/JAL2/2024/25227209 dated 24.03.2024 valid upto 24.03.2025 through auto renew module.
• Now, the industry has applied for fresh consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 with requisite documents.
• The industry has deposited Rs. 5400/- vide UTR No 887511377 dated 19.04.2025, which was adequate up to 31.03.2026.
• The industry was visited by JEE (OS) of this office on 22.04.2025 and it was observed as under:-
1. The industry was in operation during visit and was engaged in process of raw hide to wet blue process at site.
2. The industry has installed 3 nos. tanning drums of which 1 no. of size (8’x8’), 2 nos. of sizes (9’x9’) were in operation.
3. The industry has installed 2 no. of dying drum of size (8’x8’) and (6'x8') and both the drums were found sealed during visit.
4. The industry has provided the pre-treatment plant consisting collection tank, clarifier and sludge drying beds for the pretreatment of its trade effluent and same was in operation during the visit.
5. As per record, the water meter reading of the industry has consumed average 4.24 KLD of fresh water since 01.11.2024 and has discharged average 3.7 KLD effluent into the CETP drain in the said period. Discounting for domestic usage of the industry the record seems to be in-consonance.
6. The industry has installed chrome recovery plant which was in operation.
7. The industry is complying with the conditions of consent to operate previously granted to the industry.
Keeping the above in view, it is recommended that:-
1. Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 31.03.2026 i.e. upto the validity of CTO of CETP Leather Complex, Jalandhar along with temporary restoration of electric connection with special conditions that:-
A. The industry will not discharge more than 62.5 KLD of effluent into drain leading to the CETP.
B. The industry shall operate its pretreatment plant efficiently in future.
C. The industry shall comply with the any directions received from the Hon’ble Punjab & Haryana High Court Chandigarh as well as Hon’ble NGT New Delhi in case of LPA 1924 of 2014 and application no 08 of 2017.
