It is intimated that the project proponent had earlier been granted Consent to Establish (NOC) under the Water (Prevention & Control of Pollution) Act, 1974, and the Air (Prevention & Control of Pollution) Act, 1981, which are valid up to 05.05.2026.
The project proponent has now applied for Consent to Operate under the aforementioned Acts for the establishment of a screening plant and manufacturing of GSB, washed sand, etc., with a capacity of 8000 CFT/day. The raw material shall be sourced from desilting operations of Chohal and Saleran Dams, with a combined desilting quantity of 10,000 CFT/day, at Village Baroti, Tehsil & District Hoshiarpur.
It is further informed that the desilting work at Chohal Dam and Saleran Dam is currently in progress. This work has been awarded to M/s Lakhwinder Singh, Village Baroti, as per the Hoshiarpur Drainage-cum-Mining and Geology Division. The details of the work are as follows:
C.A. ID No. 8035 for Saleran Dam – Desilting Quantity: 77,347 MT
C.A. ID No. 8036 for Chohal Dam – Desilting Quantity: 145,897 MT
In compliance with the Government of Punjab, Department of Mines and Geology Order No. E-526419/WR-PROJ/12/2023-PJ6/193/1-5 dated 15.07.2024, which defines the verification criteria for the legal source of raw material for new stone crushers/screening plants, the requirement has been met. As per this order, at least one of the following conditions must be fulfilled for registration:
1. The unit should be within a 20–25 km radius of a Commercial Mining Site (CMS).
2. The unit should be linked with operational CMSs within the specified radius.
This office has received confirmation from the Executive Engineer, Mining Hoshiarpur, vide letter no. 1039 dated 28.03.2025, confirming that the desilting work is awarded to M/s Lakhwinder Singh as stated above.
The project proponent has deposited requisite fees, including: Rs. 42,500/- vide Receipt No. 221627881 dated 20.05.2025, Rs. 40,500/- vide Receipt No. 867958723 dated 20.05.2025
The proponent has also submitted the project report, site plan, raw material availability certificate, CA certificate, etc.
The site was visited by officers of this office on 22.05.2025. Observations from the visit are as follows: The unit is located at Village Baroti, Tehsil & District Hoshiarpur. The industry has been installed a septic tank for domestic effluent treatment. Re-circulation tanks have been installed for reusing washed water. A 300 KVA DG set with a canopy has been installed. The unit was observed operating on a trial basis during the visit.
In view of the above, it is recommended that Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974, and the Air (Prevention & Control of Pollution) Act, 1981, may be granted for a period of five (5) years, subject to the following conditions:
1. The CTE is granted based on reports submitted by concerned departments via SDM/DTP Letter No. R-13/R. K dated 26.03.2025 and DTP(H) CF-1 Letter No. 487 dated 25.04.2025.
2. The stone crusher/screening plant shall obtain all necessary permissions from the concerned departments prior to operation.
3. The unit shall comply with all provisions and conditions stipulated in letters issued by the relevant authorities.
4. The unit shall adhere to the Noise Pollution (Regulation and Control) Rules, 2016, and ensure no public complaints are received regarding operations.
5. The Consent to Operate is based on the documents and information submitted with the online application form.
6. The unit shall ensure its operations do not cause nuisance or disturbance to the surrounding community.
7. Permission from PWRDA shall be obtained before the Consent to Operate is affected.
8. Any other permissions required from other departments shall also be obtained by the proponent.
9. No effluent shall be discharged in any unauthorized manner (e.g., into drains, nallahs, or onto land outside the premises).
10. The unit shall dismantle and remove all machinery after completion of the desilting work.
