Previous Details of the project:-
It is submitted that the project proponent was granted NOC/Consent to Establish by the Board vide no. ZO/SGR/ 2007/ NOC/147 dated 20.08.2007 for the establishment of a residential colony in an area of 9.959 acres having 84 no. residential plots, 07 no. SCOs, 20 no. shops, 30 no. booths (40 commercial) and 01 school, under the name of M/s Dream Land by M/s Grewal Properties & Real Estate, Grewal House, Balian Road, Sangrur, subject to conditions mentioned therein.
Thereafter, as per record file, the project proponent was issued show cause notice along with personal hearing at ZO level on 25.03.2011 due to renewal of CTE obtained by the project proponent and as such, the project proponent was directed to submit a bank guarantee amounting to Rs. 1.0 lac as an assurance to extend the validity of CTE, construct and commission STP.
In compliance to the decisions of hearing dated 25.03.2011, the project proponent obtained extension in validity of CTE on 27.05.2011 with validity upto 19.08.2012 and submitted a bank guarantee of Rs. 1.0 lac (which expired on 23.05.2021).
Thereafter, the site of the residential colony was visited by the officer of the Board on 20.04.2013 and it was observed that 06 no. residential houses were under construction and 04 houses had already been occupied at that time, i.e. the project proponent has operated its residential colony within the extended CTE period.
Thereafter, the project promoter failed to obtain Consents to Operate under the Water Act, 1974 and the Air Act, 1981 from the Board.
The project proponent has also applied for obtaining Consents to Operate under the Water Act, 1974 and the Air Act, 1981 in the year 2016, which were returned due to in-complete documents.
Proposal of the project:-
Now, the project proponent has again applied for obtaining Consent to Operate for 84 no. residential plots, 40 no. commercial and 01 school in an area of 9.959 acres (for which CTE was obtained) under the Water Act, 1974 along with requisite documents.
Fee Details:-
The project proponent has deposited Consent fee amounting to Rs. 2,35,175/- (Consent fee + penalty fee + NOC regularization fee) vide R. No. 201815221 dated 16.10.2025, under the Water Act, 1974, against the value of total fixed assets amounting to Rs. 266.28 lacs, which is adequate upto 31.12.2032 under the Water Act, 1974, after deducting penalty fee for non-application of Consents to Operate fee.
Water Disposal:-
The project proponent has submitted technical report w.r.t treatment arrangements and disposal of wastewater generated by the residential colony. As per this report, the project proponent shall generate 155 KLD of wastewater at 100% occupancy, out of which 70 KLD of treated wastewater shall be reused for flushing purpose in the colony, 6 KLD in parks and rest 79 KLD will be discharged onto land for plantation in a common plantation area of 6.2 acres at the backside of the residential colony owned by the project promotor (common plantation area for discharge of effluent with other residential projects namely Dream Land-II and Dream Land-III of the same project promotor), after treatment in a common STP of capacity 500 KLD, which is adequate.
STP Details:-
The project proponent has installed common STP of capacity 500 outside the premises of the residential colony in its own area, common with its sister-concern residential colony namely M/s Dream Land-II and M/s Dream Land-III. The other 02 no. colonies will generate combined sewage of 330 KLD and this project shall generate 155 KLD of wastewater (total 485 KLD), hence, the common STP is adequate for treatment of sewage generated from all 03 no residential colonies viz. Dream Land, Dream Land-II and Dream Land-III.
Solid Waste Details:-
The project proponent shall generate 475.5 kg/day of solid waste, from which 356.6 kg/day of solid waste will be organic waste and 118.9 kg/day will be recyclable waste. As per technical report, the project proponent has developed 02 no. honeybee composting pits to make manure from organic waste and recyclable waste will be lifted by the authorized recycler.
Site Plan: -
The project proponent has submitted site -cum- building plan duly approved by District Town Planner, Sangrur, Department of Housing and Urban Development, Govt. of Punjab vide no. SNGDL-01 dated 30.06.2006 and which is as per final approval letter to develop residential colony issued by DTP, Sangrur vide his memo no. 1294/SNG(C)-4 dated 18.07.2006.
Visit: -
To verify the application details, the site of the residential colony was visited by the undersigned on 12.12.2025 and Sh. Jasbir Singh Grewal, promotor of the residential colony was contacted. During visit, it was observed as under: -
1. The site of project proponent is located at Sangrur-Patiala Road falling in the revenue estate of Vill. Mangwal, Tehsil and Distt. Sangrur outside MC limits of Sangrur and has been constructed as per CTE/NOC obtained by it.
2. A boundary wall has been constructed along the periphery of the residential colony. 30 no. houses have been occupied out of the total 84 no. plots, 02 no. houses were under construction phase and remaining plots were found vacant. 05 no. commercial shops have been occupied out of total 40 no. shops and remaining commercial plots as well as school site is vacant.
3. The project proponent has provided common STP of capacity 500 KLD with its sister concern colonies namely M/s Dream Land-II and M/s Dream Land-III, outside its premises in its own land, which is adequate in principle having following components: -
Screening chamber collection tank Aeration tank (02 no.) Settling tank (02 no.) filter feed tank sand filter activated carbon-filter dual plumbing line/green area for disposal.
4. The STP was observed to be in operation, however, flow meter is yet to be provided at the outlet of STP.
5. The project proponent has made arrangements for dual plumbing for reuse of treated sewage and has provided own plantation area of approx. 6.2 acres at the back side of the residential colony common with its sister concern colonies namely M/s Dream Land-II and M/s Dream Land-III, which is adequate.
6. The project proponent has provided 02 no. compost pits near the STP for treatment of bio-degradable solid waste generated by the residential colony.
From above, it is clear that the project proponent is complying with the provisions of the Water Act, 1974.
Recommendations: -
In view of above, it is recommended that the project proponent shall be granted fresh consent to operate under the Water Act, 1974 for a period up-to 31.12.2030 with suitable conditions as per policy of the Board along with additional condition that the residential colony shall provide flow meter at the outlet of common STP within 3 days. Also, the bank guarantee of Rs. 1.0 lac deposited by the project promotor may be returned to it as the project promotor has applied for consents to operate and has commissioned STP for which the bank guarantee was obtained from it.
