File Note: It is submitted that due to word limit constraint detailed note is attached under: It is submitted that earlier the institute M/s Dasmesh Institute of Research & Dental Sciences,Talwandi Road, Faridkot (comprising 30 beds and 50 Dental Chairs) was granted consent tooperate under the Water Act, 1974 vide letter no. CTOW/Renewal/FDK/2025/27850460 dated 24/02/2025 valid upto 31/03/2030 and the Air Act, 1981 vide letter no. CTOA/Renewal/FDK/2025/27850453 dated 24/02/2025 valid upto 31/03/2030.The institute cum HCF also obtained authorisation under Bio Medical Waste Rules,2016 in thename and style of M/s Dashmesh Hospital vide no. BMW/Renewal/FDK/2024/26520763 dated 19/09/2024 valid upto 30.09.2027.Now, the PP has separated the hospital section from the dental institute whereby bifurcating the Hospital comprising 30 beds and has also increased capacity of dental chairs.1. Both the M/s Dasmesh Institute of Research & Dental Sciences & M/s Dasmesh hospital are adjacent to each other with common Boundary wall but separate building. 2. The bed capacity of the Dasmesh hospital is 30 nos. with present occupancy has 12 beds and capacity of the Dental institute is 80 no chairs. 3. The dental institute is generating bio medical waste of categories Yellow, Blue, White(Translucent), Red of the Bio Medical Waste (Management) Rules, 2016. 4. The dental institute is segregating Bio-Medical Waste being generated by it category wise at the point of their generation. 5. The dental institute has provided color coded containers at all Bio-medical waste generation points. 6. The dental institute has provided shredders/ cutters for shredding of used needles and same were found in working condition. 7. Non-Polychlorinated bags, were used at all Bio Medical waste generation points & bar code stickers are pasted on these bags before lifting them off to the CBMWTF. 8. The dental institute has stored glass (broken / unbroken) in a cardboard box with blue color marking on it. 9. The dental institute has provided Final storage room for storage of bio medical waste, which is safe, Labelled, pucca and with lock & key arrangement systems. 10. The hospital has maintained the record of Bio-Medical Waste Category wise in Annotated form, being lifted by the CBMWTF. 11. The dental institute is not mixing its BMW with the municipal solid waste. 12. The dental institute has installed ETP cum STP of capacity 50 KLD having components bar Screen < equalization cum storage Sump < MBBR reactor tank1 & 2 < Secondary Tube settler < Filter Feed < Pressure Sand Filter < Activated carbon Filter<Chlorinator <disposal which was operational during visit, with all components working. 13. The treated effluent from the STP was being used into green area for plantation developed within the premises in land area 2 Acres which is sufficient to carry the said discharge. 14. As per the water meter record maintained by the entity the present maximum/ day discharge is 30 KLD approx. as such the project is having sufficient buffer to accommodate the discharge from 80 dental chairs and 30 no beds in sister concerned unit of hospital. 15. The dental institute has installed 2 number compost pits for managing the wet waste generated in the premises. The dry waste generated is lifted by the MC Faridkot. Keeping in view of above, may if approved, 1. Varied consents to operate may be granted to the Dental institute under the Water Act, 1974 and Air Act, 1981 for operating dental institute having 80 Dental chairs for period upto 30.09.2027. 2. Authorization under BMW Rules, 2016 may be granted for operating dental institute having 80 Dental chairs for period upto 30.09.2027 With special condition that the HCF shall be bound to increase the capacity of the ETP cum STP in case of increased effluent discharge.
