File Note: Previous Details of the project:- It is submitted that the project proponent was granted NOC/Consent to Establish by the Board vide no. ZP-II/SGR/NOC/2014/360 dated 28.02.2014 (with validity upto 27.02.2015) for the establishment of a residential colony in an area of 8.95 acres having 109 no. residential plots and 01 school, under the name of Dream Land-III by M/s Grewal Constructions Pvt. Ltd., Nankiana Chowk, Sangrur, subject to conditions mentioned therein. Thereafter, the project proponent has neither applied for obtaining renewal of CTE/consent to operate. Proposal of the project: - Now, the project proponent has applied for obtaining Consent to Operate for 89 no. residential plots, 21 no. EWS plots and 01 no. school in an area of 8.95 acres (for which CTE was obtained) under the Water Act, 1974 along with requisite documents. Fee Details: - The project proponent has deposited Consent fee amounting to Rs. 1,84,550/- (Consent fee + penalty fee + NOC regularization fee) vide R. No. 720329593 dated 16.10.2025, under the Water Act, 1974, against the value of total fixed assets amounting to Rs. 331.37 lacs, which is adequate upto 31.12.2029 under the Water Act, 1974, after deducting penalty fee for non-application of Consents to Operate fee. Water Disposal: - The project proponent has submitted technical report w.r.t treatment arrangements and disposal of wastewater generated by the residential colony. As per this report, the project proponent shall generate 166 KLD of wastewater at 100% occupancy, out of which 71 KLD of treated wastewater shall be reused for flushing purpose in the colony, 5 KLD in parks and rest 90 KLD will be discharged onto land for plantation in a common plantation area of 6.2 acres at the backside of the residential colony owned by the project promotor (common plantation area for discharge of effluent with other residential projects namely Dream Land and Dream Land-II of the same project promotor), after treatment in a common STP of capacity 500 KLD, which is adequate. STP Details:- The project proponent has installed common STP of capacity 500 outside the premises of the residential colony in its own area, common with its sister-concern residential colony namely M/s Dream Land and M/s Dream Land-II. The other 02 no. colonies will generate combined sewage of 319 KLD and this project shall generate 166 KLD of wastewater (total 485 KLD), hence, the common STP is adequate for treatment of sewage generated from all 03 no residential colonies viz. Dream Land, Dream Land-II and Dream Land-III. Solid Waste Details:- The project proponent will generate 593.5 kg/day of solid waste, from which 395.7 kg/day of solid waste will be organic waste, 131.9 kg/day will be recyclable waste and 65.9 kg/day will be inert waste. As per feasibility report/technical report, the project proponent has developed 02 no. honeybee composting pits to make manure from organic waste and recyclable waste will be lifted by the authorized recycler. Site Plan: - The project proponent has submitted site -cum- building plan duly approved by Chief Town Planner, Patiala, Department of Housing and Urban Development, Govt. of Punjab vide no. 536CTP(Pb.)/SS-82 dated 18.02.2012 for 89 no. residential plots, 21 no. EWS plots and 01 no. school in an area of 8.95 acres (for which CTE was obtained). Visit:- To verify the application details, the site of the residential colony was visited by the undersigned on 12.12.2025 and Sh. Jasbir Singh Grewal, promotor of the residential colony was contacted. During visit, it was observed as under: - 1. The site of project proponent is located at Sangrur-Patiala Road falling in the revenue estate of Vill. Mangwal, Tehsil and Distt. Sangrur outside MC limits of Sangrur. The site of the residential colony falls in residential zone as per approved Master Plan, Sangrur. 2. There is no air polluting industry located within 100 mtr distance from the site of the project and no MAH industry lies within 250 mtr of the site of the project. 3. A boundary wall has been constructed along the periphery of the residential colony. 30 no. houses have been occupied out of the total 110 no. plots and remaining plots were found vacant. Also, the school site is vacant. 4. The project proponent has provided common STP of capacity 500 KLD with its sister concern colonies namely M/s Dream Land and M/s Dream Land-II, outside its premises in its own land, which is adequate in principle having following components: - Screening chamber  collection tank  Aeration tank (02 no.)  Settling tank (02 no.)  filter feed tank  sand filter  activated carbon-filter  dual plumbing line/green area for disposal. 5. The STP was observed to be in operation, however, flow meter is yet to be provided at the outlet of STP. 6. The project proponent has made arrangements for dual plumbing for reuse of treated sewage and has provided own plantation area of approx. 6.2 acres at the back side of the residential colony common with its sister concern colonies namely M/s Dream Land and M/s Dream Land-II, which is adequate. 7. The project proponent has provided 02 no. compost pits near the STP for treatment of bio-degradable solid waste generated by the residential colony. From above, the project proponent is complying with the provisions of the Water Act, 1974 and also, the site of the residential colony is complying with the siting guidelines dated 25.07.2008 as amended on 30.10.2009 of the State Govt., Department of Science, Technology and Environment for such type of projects. Moreover, the project proponent has also obtained CLU from the Department of Town and Country Planning for the site, which were submitted at the time for obtaining CTE by the project proponent. Recommendations: - In view of above, it is recommended that the project proponent shall be granted fresh consent to operate under the Water Act, 1974 for a period up-to 31.12.2029 with suitable conditions as per policy of the Board along with additional condition that the residential colony shall provide flow meter at the outlet of common STP within 3 days.
