File Note: The HCF was granted consents to operate of the board under the Water Act, 1974 & the Air Act, 1981 vide nos. CTOW/Fresh/MKS/2023/23165534 & CTOA/Fresh/MKS/2023/23165152 respectively, both dated 16.08.2023, for a bed capacity of 50, which expired on 30.09.2025 subject to the conditions stipulated therein. • Further, the HCF was also granted authorization under the Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/MKS/2023/21374812 dated 15.03.2023 for a bed capacity of 50, valid up to 30.09.2025, with suitable conditions mentioned therein. Upon perusal of the same, it is observed that the HCF has obtained auto-renewal of the authorization vide No. BMW/Renewal/MKS/2025/29770866 dated 15.10.2025, valid up to 15.10.2027, to operate with a bed capacity of 50. The HCF has parallely applied to obtain valid authorization of the board under the BMW Rules, 2016 with increase in bed capacity from 50 to 75, which is under process with the board. • Now, the HCF has applied for varied CTOs of the board under the Water Act, 1974 & the Air Act, 1981 through OCMMS with change in bed capacity from 50 to 75. • The details of the case are as under- □ The HCF has submitted copy of an agreement of 75 no. functional beds executed the Common Bio-Medical Waste Treatment Facility (CBWTF), M/s Med Waste Solutions Pvt. Ltd., Bidowali, authorized by the Board. As per the agreement, M/s Med Waste Solutions Pvt. Ltd. has undertaken the responsibility for collection, transportation, and treatment/disposal of bio-medical waste generated from the hospital. The agreement is valid up to 25.01.2028. □ The HCF has deposited an amount of ₹40,000/- through online mode vide UTR/Reference No. IBKLN62025121501154734 dated 15.12.2025 towards CTO fee, which has been considered as ₹20,000/- each under the Water Act, 1974 & the Air Act, 1981 respectively. The fee deposited is adequate up to 30.09.2027. □ Further, the HCF has provided an ETP within the premises for treatment of effluent generated from the hospital, with provision for discharge into the MC sewer. The HCF has also submitted a Handing Over Certificate issued by PHSC, Bathinda dated 19.04.2021 regarding installation of an ETP having a capacity of 35 KLD, which is adequate for increasing the bed capacity from 50 to 75. □ During the visit conducted on 07.08.2025 by the officials of the Regional Office, effluent samples from the above-mentioned ETP were collected. As per the analysis report of the effluent sample analyzed at the Board’s laboratory vide no. PPCB/Water Lab/. 29724 dated 26.08.2025 (copy attached) and received on 01.09.2025, the ETP was found to be complying with all the prescribed standards. □ The HCF has also submitted a self-declaration-cum-undertaking mentioning the functional bed capacity of the HCF as 75 beds, along with all other requisite documents, with the application. • To process the BMW authorization application along with the present application, the hospital was visited by the undersigned along with the EE on 24.12.2025. During the visit, the following observations were made: - i. The HCF was in operation with 75 functional beds. ii. The HCF has installed ETP plant which consists of Equalization Tank, Screening, Aeration Tank, MBBR, Sludge Drying Beds, and Treated Water Tank, with provision to discharge treated effluent into MC sewer and same found operational during the visit. iii. The HCF was segregating Bio-Medical Waste being generated by its category wise at the point of their generation as per colour coding, collected in polythene / puncture proof bags, which are placed in plastic containers. iv. The hospital was cutting catheters/tubing to avoid its reuse. v. The hospital has provided shredders/ cutters for shredding of used needles and same were found in working condition. vi. Non-Polychlorinated bags were used at all Bio Medical waste generation points & bar code stickers are pasted on these bags before lifting them off to the CBMWTF. vii. The hospital has stored glass (broken / unbroken) in a cardboard box with blue colour marking on it. viii. The hospital has provided Final storage room for storage of bio medical waste, which is safe, pucca and with lock & key arrangement systems. ix. The hospital has maintained the record of Bio-Medical Waste Category wise in Annotated form, being lifted by the CBMWTF. x. The hospital has installed 02 no. DG sets with canopy & adequate stack height. • In view of the above, it is recommended that, if approved, CTOs under the Water Act, 1974 & the Air Act, 1981 may be granted to the HCF to operate with 75 functional beds for a period up to 30.09.2027, subject to suitable general and special conditions as follows: - 1. The HCF shall get the validity of agreement made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board. 2. The HCF shall comply with the provisions of Bio Medical Waste Management Rules, 2016 all the time. 3. The HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change under the Bio Medical Waste Management Rules, 2016 as amended up to date and subsequent amendments if any.
