File Note: It is submitted that the industry applied under the latest CPCB categorization for the washing unit. Further , the unit has submitted in written that the unit generates trade effluent @ 48 KLD, due to washing process only and 100KLD in application has been added inadvertently. The treated trade effluent is being discharged into the sewer. Further, they mentioned in the letter that the existing boiler is required for steam generation for washing activities.....however no comment on upgradation of APCD has been made. As per the minutes of the meeting taken by Member Secretary of the Board to review the compliance of directions u/s 5 of EPA, 1986 İssued by the Department of Science,Technology & Environment, Govt. of Punjab vide order dated 10.10.2019 for segregation of industrial effluents discharged into municipal sewer of Ludhiana held on 13.07.2022, it was decided that "All the water polluting industries (except garment washing and service stations) discharging their effluent into municipal sewer, Ludhiana shall take adequate steps to"stop discharging their industrial effluent into municipal sewer, Ludhiana by 31.03.2023''. Therefore, it is recommended that :- 1. Varied consent to operate under Water (Prevention and Control of Pollution) Act,1974 for discharge of treated effluent @48 KLD into sewer and under Air (Prevention and Control of Pollution) Act,1981 may be granted to the industry for short period under orange category for washing only subject to imposition of Bank Guarantee as an assurance not to carry out Dyeing process and to upgrade APCD to acheive revised emission standards . 2. The Punjab State Power Corporation Limited (PSPCL) authorities may be directed to temporarily restore the supply of electricity connection.
