The industry is a small-scale Green ready mix cement concrete plant applied for Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981.
The project proponent has deposited Rs. 42000/- vide receipt No. 738502935 dated 22/05/2025 under Water Act, 1974 and Rs. 42000/- vide receipt No. 90492318 dated 22/05/2025 under Air Act, 1981 and Rs. 8400/- vide receipt No. 102426232 dated 23/12/2025 as NOC regularization fees. The consent Fee is Adequate upto of 31/12/2030.
The application is scrutinized and the site of the project visited by officer of this office on 26/12/2025 and observed as under: -
1) The project proponent has submitted Site Plan, Lease deed, ownership documents, project report, CA certificate etc. alongwith application form.
2) The ready mix concrete plant has been established at site falls out of the municipal limits of Ludhiana in the revenue estate of village Chahar (Hadbast No. 121), Tehsil & Distt- Ludhiana.
3) DTP Ludhiana vide their letter No. 1323/ DTP(L)/M2A dated 13.05.2022 has reported that the proposed site falls in agriculture land use zone and hot mix plant is allowed.
4) The movement area of the ready mix plant is paved with cement concrete flooring.
5) The RMC plant has stored cement in silos and coarse sand within storage sheds.
6) The RMC plant has installed water sprinklers within its premises.
7) The RMC Plant has installed DG Set of capacity 120 KVA with emission stack of adequate height.
The ready mix concrete plant is complying with the provisions Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981
In view of the above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for a period up to 31/12/2030 with suitable conditions.
