It is intimated that the industry is as large scale orange category unit and was granted 'Consent to Operate' Under Water Act, 1974 vide no. CTOW/Varied/LDH2/2025/28367529 dated 23/04/2025 valid upto 22/10/2025 and under Air Act, 1981 vide noCTOA/Varied/LDH2/2025/28367534 dated 23/04/2025 valid upto 22/10/2025 for the manufacturing of NYLON ROPE @160Kgs/day

Consents will be extended upon the EPR registration.
Now, the subject cited industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents. The industry has already deposited Rs. 228000/- vide e-R No. 159527790 dated 22/03/2025 under Water Act, 1974 & Rs. 210000/- vide e-R No. 713074450 dated 22/03/2025 under Air Act, 1981 as consent fee against the undepreciated fixed assets of Rs. 3929.47 Lacs as on 13/12/2025 as per CA Certificate dated 13/12/2025, which is adequate upto 30/04/2030 under Water Act, 1974 and Air Act, 1981, as per Board's Office Order dated 29/10/2018 after deducting 10% penalty.
The industry has also submitted that they have applied for EPR registration and same got returned with some observations. The industry has informed that to obtain EPR registration valid consent to operate certificate is a mandatory document (copy attached).
The industry was visited by AEE of this office on 22.12.2025 and it was observed as under:
1. The industry was in operation and engaged in manufacturing of bathroom accessories, masonry tools, PP Rope etc.
2. The industry has installed various power presses, injection moulding machines, CNC machines along with other machinery for manufacturing of bathroom accessories. The industry is using stainless steel to manufacture the bathroom fittings.
3. The industry has installed one electricity operated baby boiler of capacity 100 kg/hr, 1 no. Hydraulic machine, 1 no. calender machine, 1 no. kneader machine for manufacturing of construction/masonry tools.
4. It has installed corrugation machine, rotary machine, slotting machine, stitching machine in its card board box / carton manufacturing section.
5. The industry has installed 03 DG sets of capacities one of 180 KVA, 125 KVA and 600 KVA equipped with canopies and adequate stack heights.
6. There is no generation of trade effluent and is discharging domestic effluent onto land for plantation after STP. Samples were collected from the outlet of STP and as per analysis report of Board’s lab, pH is reported as 7.4, TSS is reported as BDL, TDS is reported as 353 mg/l, COD is reported as 22 mg/l, BOD is reported as 6 mg/l, O&G is reported as BDL. All the parameters are within prescribed standards.
7. The industry has submitted copy of certificate from DTP, Ludhiana certificate vide no. 1828 dated 10.06.2013, mentioning that the site of the industry falls in Industrial Zone as per Master Plan, Ludhiana (2007-2021).
In the subject cited case, the industry has mentioned ground water extraction @ 3.8 KLD. Considering 25 working days per month, ground water extraction will be 95 KL/month, which is less than 300 KL/month.
It is therefore recommended that 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for short period of three months so that industry can apply for EPR registration, please.
