The fee deposited by the project proponent is adequate for one year against the total proposed cost of the project Rs. 621 lacs. The project proponent has submitted project report regarding installation of STP of capacity 80 KLD and mechanical composter of capacity 100 kg/day. The water calculation detail is given as under: The project proponent has submitted a copy of letter issued by Municipal Council Kurali regarding NOC for discharge of treated Sewerage Water vide no. 3625 dated 09.12.2025 and the same is reproduced below: The project proponent has submitted LLP agreement executed on 08.01.2025 between Mr. Vishal Sharma S/o Sh. Ashok Kumar (hereinafter called the First Party) and Mr. Amrik Chand S/o Sh. Inder Chand (hereinafter called the Second Party). The project proponent has submitted layout plan approved by Competent Authority and the area statement detail is as under: The site of the proposed project was visited by the undersigned on 22.12.2025. During the visit, it was observed as under: 1. The project proponent has not started any construction work at the site. 2. During visit, it was observed that there is no approved existing operational MAH industry within a radius of 250 m from the boundary of the proposed expansion site of the project. There is no approved existing operational air polluting industry within a radius of 100 m from the boundary of the project. 3. As physically observed, the distance of the proposed site from the various approved existing operational industries / units (for which specific siting guidelines has been issued by the Board for time to time), is more than the required distance as per the siting criteria given as under: Sr. No. Type of Industrial unit Required distance as per siting criteria 1. As per layout plan submitted by the project proponent regarding establishment of project approved by the Competent Authority, the site is suitable for the establishment of residential project as per specific siting guidelines issued by the Department of Science, Technology and Environment, Government of Punjab notification no. 3/6/07/STE(4)/2274 dated 25.07.2008 as amended on 30.10.2009. In view of the above, it is recommended that the consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 may be granted for one year, subject to suitable conditions and following additional conditions that: 1. This NOC is valid for establishment of a Residential Plots @ 14 nos., Independent Floors (S+3) @ 23 nos. & EWS Plots @ 11 nos. 2. The project proponent shall ensure to install an STP of capacity of 80 KLD with UF. 3. The project proponent shall provide dual plumbing system for utilization of treated wastewater for flushing purpose. 4. The project proponent shall carry out construction activity in accordance to layout plan approved by the Competent Authority. 5. The project proponent shall not carry out any activity which is covered under the ambit of EIA notification dated 2006. 6. The project proponent shall comply with the guidelines issued by PWRDA and shall obtain permission from PWRDA for abstraction of ground water, if required. 7. The project proponent shall not allow any occupancy at its project, without obtaining prior ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. 8. The project proponent shall install mechanical composter of capacity 100 kg/day. 9. The project proponent shall provide separate water meter and energy meter for the STP and maintain record of the same on daily basis. 10. The project proponent shall submit the complete drawing and design of the STP and its component at the time of obtaining consent to operate. 11. The promoter shall provide a buffer zone of green belt (dense populated trees with pleasant fragrance) around the sewage treatment plant, so as to reduce the effect of odour problem on the nearby residential area. 12. The project proponent shall place adequate no. of bins outside its premises from where the Municipal Solid Waste shall be got lifted. 13. The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated by providing mechanical composter to produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner. 14. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste. 15. The project proponent has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances / permissions from all other concerned departments. 16. The adequacy/ efficacy of the pollution control arrangements and disposal arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 17. The project proponent shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. 18. The NOC is being issued to the project proponent based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 19. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent. *Competency: Senior Environmental Engineer.
