Earlier, it is intimated that the industry was granted consents to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. GUR/RO/WATER/R-07 and GUR/RO/AIR/R dated 16/03/1998, which were valid upto 31/03/2015.
Now, the industry has applied for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through online Portal. The project proponent has submitted various documents, which are enclosed along with the application, which may kindly be pursued.
The industry has submitted an allotment letter from the Municipal Council, Dinanagar vide no. 634 dated 21/07/2020 which is reproduced that the industry falls under the jurisdiction MC, Dinanagar. The Master Plan of city Dinanagar is not prepared yet. Further, Master Plan get prepared after that the industry shall complying with the any provision approved under Master Plan. But, now, the MC has no any objection for operation of the industry.
The industry has also submitted building plan approved by the Competent Person approved under Punjab Factory Act Rules, 1948.
The industry has deposited Rs. 64000/- vide UTR No. 545046509 dated 12/12/2025 & Rs. 62300/- vide UTR No. 516930013 dated 12/12/2025 as consents fee under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 including Rs. 15400/- each as penalty fee, Rs. 2200/- NOC regularization fee, and Rs. 500/- application fee against total gross value of fixed assets worth Rs. 36,03,468.77/- as on 31/03/2025 and same are adequate upto 31/12/2035 under both Acts.
The industry was visited by the officer of this office on 26/12/2025 and observed as under:-
1. The industry is was in operation and engaged in manufacturing of rubber products.
2. The unit has installed baby boiler of capacity 0.5 TPH provided with adequate stack height of the same.
3. The industry has not installed any DG set in its premises.
4. There is no source of trade effluent and the industry generates only domestic effluent, which is discharged into septic tank and finally into MC Sewer.
The project falls under Green category in small scale sector, hence competency to
decide the case lies with the Environmental Engineer.
In view of above, it is recommended that the consent to operate
under Water (Prevention& control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31/12/2035 with suitable conditions.
