File Note: It is submitted that the hospital is a 15 bedded hospital. The hospital is being operated in the name and style of M/s Delhi Multispeciality Hospital, Opposite Maruti Showroom, Sangrur. Previous Details: Earlier, the hospital was granted authorization under the Bio-medical Waste Rules, 2016 vide no. BMW/Fresh/SGR/2023/21403052 dated 21.03.2023 valid upto 30.09.2023 for 15 beds. Further, the HCF has auto renewed its authorization under the Bio-medical Waste Rules, 2016 vide no. BMW/Renewal/SGR/2024/25463114 dated 22.05.2024 valid upto 22.05..2029 for 15 beds. Proposal of the HCF: Now, the hospital has applied for obtaining fresh consent to operate under the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 for capacity of 15 bedded hospital alongwith requisite documents. Proof of Commissioning: The HCF has submitted Udhyam Certificate as the proof of date of commissioning, as per which the Date of Incorporation is 01.04.2022 and same is considered as date of commissioning. Fee Details: The HCF has deposited Rs. 8,000/- vide Receipt No. 67787908 dated 22.12.2025 under the Water Act, 1974 & Rs. 8,000/- vide Receipt No. 857578914 dated 22.12.2025 under the Air consent fee. The consent fee is adequate upto 31.03.2030 under the both acts, as per the latest Notification No. 688 dated 02.03.2017 of the Board for HCFs. Agreement with CBWTF: The HCF has submitted agreement made with M/s Medicare Environments Management Pvt Ltd. located at Ludhiana issued for capacity of 15 beds vide dated 01.01.2023, which is valid upto 31.12.2028. Building approval: The HCF has submitted building approval issued by Department of Labour, Govt. of Punjab vide no. SAN01/202210/001 dated 11.10.2022 for Hospital Services. Copy of the same is attached below. MC sewer receipt: The HCF has submitted MC sewer bill receipt issued by Punjab Water Supply And Sewerage Board, Sangrur w.r.t approval of MC sewer to discharge the effluent generated from it after treated by sodium hypo chloride and passed by septic tank. Copy of the same is attached below. Other Requisite Documents: The HCF has also submitted manifest slips issued by CBWTF, self declaration, partnership deed, authority letter, site plan and Compliance of previous granted authorization along with the application form. As per head office order the Authorization cases of HCF upto 20 beds be processed without visit with condition that its inspection can be done at later stage as per protocol. Accordingly, the HCF is complying under the provisions of Water Act, 1974 and Air Act 1981 & the Bio-Medical Waste Management Rules, 2016. Recommendations: Keeping in view of above, if approved, the HCF may be granted consent to operate under the Water Act, 1974 and the Air Act, 1981, upto 31.03.2030 with suitable conditions as under: 1. This consent is valid for 15 Beds only. HCF will apply for CTO/CTE if it increases its bed capacity. 2. The HCF will comply with the provisions of the BMW Rules, 2016, the Water Act, 1974 and the Air Act, 1981 in true letter & spirit. 3. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same. 4. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year. 5. The HCF will maintain proper record of generation and lifting of bio-medical waste. 6. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. 7. The HCF shall obtain other statutory approvals required from other departments, if any. 8. The HCF shall comply with the effluent standards prescribed by the MOEF&CC under the Bio Medial Waste Management Rules, 2016 as amended from time to time. Competency Environmental Engineer
