The industry was given hearing before Chief Environmental Engineer of the Board on 10.10.2025, wherein it was decided as under: 1. The industry shall increase the capacity of effluent collection tank by providing another storage tank of capacity 2000 Ltr or at least equivalent to the agreement quantity, within 15 days. 2. The industry shall reassess the effluent quantities and make revised agreement with CETP operator as committed during hearing, as per the actual generation of effluent and submit the same to the Board, within 15 days. 3. The industry shall prepare a revised lifting schedule with the CETP operator and to ensure that the lifting shall be made atleast 2-3 times in a month and take a written assurance from the operator. 4. The industry shall install CCTV cameras with 30 days backup within 15 days, facing towards a) entry gate of processing shed b) flow meter provided on freshwater supply provided for processing activities c) effluent storage tanks d) any other suitable point deemed fit to ensure that whole of the water consumed is metered and whole of the trade effluent is lifted to CETP operator The industry shall maintain in-house monitoring mechanism through mobile phone/ office screen for visualizing the above CCTV cameras so as to ensure that no intentional or unintentional lapse happens and no untreated effluent is bye-passed. 5. The industry shall ensure that there is no unauthorized mode of wastewater disposal. The industry shall ensure that there is only a single fresh water supply for the industry and meters shall be provided for the water being used for process. 6. The industry shall maintain proper record of fresh water consumption and trade effluent generated & effluent got lifted by the CETP operator on daily basis. 7. The record shall be available in the industry at all times, kept in a designated box in the process area to ensure easy and ready accessibility to record keeper as well as regulatory authority. In case, the record is not maintained by the industry, it will be presumed that the industry is disposing of its wastewater illegally and action as deemed fit shall be taken in accordance with law. 8. The industry shall apply for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, within 07 days. 9. The Environmental Engineer, Regional Office-4, Ludhiana shall visit the industry to verify contentions of the industry, carry out audit of the waste water generation, submit compliances with respect to the decisions along with fresh recommendations and process consent applications on merit. ………………………….. Now the industry has applied for fresh consent to operate under the Water Act, 1974 through OCMMS for LABOUR JOB OF NUT & BOLTS @ 3 TPD and for discharge of domestic effluent @ 0.2 KLD into sewer and trade effluent @ 0.12 KLD lifted by CETP operator. The industry was visited by the officer of this office on 22.12.2025 and it was observed as under: - 1. The industry was in operation during visit and engaged in zinc plating and pickling process. 2. The industry has installed water meter in the process area and the reading was noted as 21.34 KL. 3. The industry has made an agreement with CETP Operator @ 3000 Ltr/month for lifting of effluent dated 28.11.2025. 4. The industry has provided storage tank of 2000 ltr capacity, which is not equivalent to the agreement quantity and around 700 ltr was lying stored. 5. The industry is maintaining the record of total water consumption viz-a-viz effluent lifted. As per record maintained by the industry the reading on 01.07.2025 was 9.78 KL and reading during visit was 21.34 KL. As such the industry consumed @ 11.56 KL and lifted out 9.6 KL, which is in consonance with the water consumed after assuming the evaporation loss. No bypass or unauthorized mode of disposal was found during the visit. 6. The industry has installed CCTV cameras which was not in working condition. 7. A lot of solid waste and Hazardous waste i.e., empty cans and bags stored in unscientific manner in the industry premises. The housekeeping of the industry was very poor. 8. The industry has submitted approved layout plan approved by the Competent Person. 9. The industry has submitted rent deed as a proof of date of commissioning i.e. 28.09.2024. 10. The industry is not complying with the provisions of the Water Act, 1974 as the industry is not complying with the SOPs laid by the Competent Authority for such type of unit and not complying with the SWM Rules, 2016 and HWM Rules, 2016…………. In view of above, it is recommended that show cause notice for refusal of consent to operate under the Water Act, 1974 be issued to the industry to file reply of the above observations within 07 days, to decide the matter………..
