The report/ recommendations sent by RO has been examined and the following points were noted w.r.t. the application filed by the unit:
# M/s Pentagon Rubber Limited (formerly M/s Pentagon Rubber Pvt. Ltd.) located at Village Behra, Chandigarh–Behra Road, Tehsil Derabassi, District SAS Nagar, has applied for varied Consent to Operate (CTO) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing Conveyor Belts @ 1780 metres/day.
# The CTOs earlier granted to the unit were valid upto 30.06.2025; and the Consent to Establish (Expansion) granted for manufacturing Conveyor Belts @ 1780 metres/day was valid upto 13/03/2025.
# The project proponent has deposited requisite consent fees amounting to Rs. 1,80,000/- (Water Act) and Rs. 1,80,500/- (Air Act) based on fixed assets of Rs. 1245.12 lakhs as on 07.06.2025, which the RO has deemed adequate up to 31.03.2030, after factoring applicable penalties.
# A copy of the building plan duly certified by the Competent Person under the Factories Act has also been submitted.
# The unit was inspected on 25.11.2025, during which it was observed that the industry is engaged in the manufacturing of conveyor belts using various grades of rubber. The manufacturing process includes kneading, mixing, calendaring, assembly of layers, vulcanization in hydraulic presses, and finishing. The industry has installed three additional vulcanization hydraulic presses as part of production infrastructure.
# For air pollution control, the industry has installed two thermopacks of 6 lakh and 4 lakh kcal capacity, operated on wood fuel and provided with cyclone separators and dust collection systems. Additionally, two DG sets of 380 KVA and 160 KVA capacity are installed with canopies and adequate stack height.
# It was confirmed during inspection that no industrial trade effluent is generated from the process. For domestic sewage, the unit has provided a 20 KLD STP based on MBBR technology, and the treated water is being utilized on land for plantation. Installation of water meters on STP inlet and outlet remains pending and has been advised. A borewell with water meter exists, and records are being maintained.
# Based on the inspection findings, it has been reported by RO that the industry is complying with the conditions of the Consent to Establish (Expansion) as well as provisions of the Water Act and Air Act; and has recommended that the varied CTO under both Acts may be granted up to 31.03.2030.
In consideration of the report/ recommendations of RO; if approved, the competent authority be recommended that the varied ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, may be granted upto 31.03.2030, subject to suitable conditions and the following additional conditions that: 1. The project proponent shall comply with the guidelines issued by PWRDA at all times. 2. The industry shall install the water meter on inlet and outlet of STP within 15 days and shall submit the report to the Regional Office. 3. The project proponent shall not carry out any activity in its premises, which is covered under the ambit of EIA notification dated 2006. 4. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste. 5. The project proponent has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances / permissions from all other concerned departments. 6. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 7. The project proponent shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. 8. The consent is being issued to the project proponent based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 9. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
