• It is submitted that the industry is a small-Scale Mix Board Unit and it was earlier granted fresh Consents to Operate under the Water Act, 1974 and the Air Act, 1981 on 14.07.2022 valid up to 30.09.2025…………………..
• RO has reported that there is increase in value of plant & machinery. But there is no increase in production as well as pollution load. As such, the industry has applied for varied Consent to Operate under the Water Act, 1974 and the Air Act, 1981………………………….
• The industry was visited by AEE of RO MKS on 11.12.2025 and it was observed as under:
(i) The industry was in operation during the visit and involved in manufacturing of cardboard/mix board from paddy straw. No paper industry sludge was found stored within the premises........
(ii) The industry has installed 01 beater machine, 01 chest machine and 02 moulding machines.........
(iii) The industry has provided wastewater re-circulation system for water used during parali mixing and it was found operational.........
(iv) The industry has not installed any boiler or DG set in its premises..........
(v) The industry has not provided a septic tank for domestic wastewater and the plantation provided is also inadequate......... …
(vi) The industry has deposited consents fee adequate up to 30.09.2029…………………………
(vii) The industry has submitted Certificate No. 2535 dated 04.11.2025 issued by the office of MC Jalalabad, indicating that the site of the industry falls outside the MC limits...........
(viii) The industry has obtained CLU for industrial purpose from Senior Town Planner; Ludhiana vide letter no 561 dated 23.02.2021.
(ix) The industry has already approved its building plan……………
• RO has reported that the industry is complying with earlier consent conditions & the provisions of Air Act, 1981 and has recommended for grant of consent to operate under the Air Act, 1981 up to 30.09.2029 for manufacturing Mix Board @ 2.5 MTD, using Paddy Straw (Parali) @ 5 TPD as raw material, please.
Keeping in view of above & recommendations of RO, if approved that the industry may be granted varied consent to operate under the Air Act,1981 upto 30.09.2029 with following special conditions: -
1. The industry shall not install any source of air pollution like boiler, furnace, DG set etc without obtaining prior written permission of the Board……….
2. The industry shall not use ETP sludge of paper industry without obtaining prior permission from the Board……………
3. The industry is bound to comply with all the terms & conditions imposed by STP, Ludhiana vide letter no 561 dated 23.02.2021…………..
4. The industry is bound to comply with the zoning regulations of Master Plan as and when notified……………..
5. PPCB shall not be liable for any loss incurred in case site of the industry falls under non-conforming zone as per notified Master Plan, please……………..
6. The industry shall obtain permission from Punjab Water Regulation and Development Authority (PWRDA) for abstraction of ground water and shall comply with its guidelines issued from time to time……..
7. The industry shall install water meter over the supply of fresh water meter and shall maintain the record on daily basis.
8. The industry shall not discharge any trade effluent without obtaining prior written permission of the Board.
9. The industry shall maintain record of trade effluent generation and re-circulated back in process…………..
10. The industry shall ensure that there is no pollution/nuisance in the vicinity with the operation of the industry.
11. The industry shall neither increase its production nor land area without obtaining prior permission from the Board…………
