File Note: Kindly peruse the note of AEE dated 25.12.2025…………. • It is submitted that the industry is a large scale orange category rice sheller and it was earlier granted Consent to Establish (NOC) vide No. CTE/Fresh/FZL/2025/30054106 dated 17.10.2025, valid up to 16.10.2026 for manufacturing of Steamed/Raw Rice with Dryer @ 192 TPD and Sorted rice @ 192 TPD by utilizing Paddy @ 288 TPD and Unsorted Rice @ 192 TPD, subject to the conditions stipulated therein……………….. • The industry has now applied for fresh Consent to Operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981……………….. • The industry has submitted a CA certificate dated 10.12.2025, having value of total fixed assets of unit as ₹1828.60 lakhs, with the value of plant and machinery as ₹1316.13 lakhs………… • Accordingly, the industry has deposited consent fees of ₹1,20,000/- vide Receipt No. 942344172 dated 11.12.2025 under the Water Act, 1974 and ₹1,20,000/- vide Receipt No. 431777387 dated 11.12.2025 under the Air Act, 1981.Thus, as per the Board’s circular dated 29.10.2018, the consent fees deposited by the industry under both Acts are adequate up to 30.09.2030.......................... • The industry has submitted completion and adequacy certificate confirming that all APCDs have been installed as per the approved design................ • The industry was visited by AEE of RO on 20.12.2025 and it was observed that: 1. The industry is a steamed rice production unit and found to be in operational state......... 2. The industry has installed one rice husk fired boiler of 12 TPH capacity, equipped with multicyclone as the APCD, along with a stack of adequate height and proper sampling arrangements............ 3. The industry has installed 02 shelling lines; each line is equipped with separate cyclone separator as APCD…….. 4. The industry has installed total 08 dryers, each having a capacity of 36 TPD. The industry has provided one cyclone separator with 04 dryers. Hence, total 02 cyclone separators have been provided with 08 dryers………… 5. RO has reported that all the pollution control devices were found in operational condition and are equipped with stacks of adequate height............ 6. The industry has constructed a large enclosed storage shed for rice husk, which is used as fuel for feeding into the boilers.......... 7. Water sprinkling arrangements have been made to suppress fugitive emissions during handling and transportation of ash generated from the rice husk fired boiler........... 8. The industry has installed a septic tank for the treatment of domestic effluent and adequate plantation has been provided for disposal of this effluent......... 9. The internal premises of the industry have been paved to minimize dust generation............. 10. The industry has installed one DG set of 250 KVA with canopy and adequate stack height……………. • RO has reported that the unit is complying with the code of practice stipulated for such units and also complying with provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981. RO has recommended for grant of consents to operate under the provisions of the Water Act, 1974 & the Air Act, 1981 upto 30.09.2030 for operation of steamed rice sheller for the manufacturing of Streamed/Raw Rice with Dryer @ 192 TPD and Sortex @ 192 TPD by utilizing Paddy @ 288 TPD and Unsorted Rice @ 192 TPD………………… • It is further submitted that as per the report of DTP vide letter no. 797 dated 29.08.2025, the site falls in the local planning area of Jalalabad and as per draft master plan, the site falls in an industrial zone………… • It is further submitted that the industry has submitted building plan approved by Competent Person under Factory Act,1948…………. Keeping in view of above and recommendations of R.O., if approved, the industry may be granted Consent to operate under the under the provisions of the Water Act, 1974 & the Air Act, 1981 upto 30.09.2030 for production of steamed/raw rice with dryer Dryer @ 192 TPD and Sorted rice @ 192 TPD by utilizing Paddy @ 288 TPD and Unsorted Rice @ 192 TPD subject to the following special conditions: - 1. The industry is bound to comply with all terms and conditions imposed by DTP Sri Muktsar Sahib vide no. 797 dated 29.08.2025………………… 2. The industry is bound to comply with the zoning regulations of Master Plan as and when notified……….. 3. PPCB shall not be liable for any loss incurred in case site of the industry falls under non-conforming zone as per notified Master Plan………… 4. The industry is bound to comply with the siting / environmental guidelines and code of practice prescribed for such units by Department of Science, Technology and Environment, Government of Punjab vide order dated 15.10.2013 and its subsequent amendments………… 5. The industry shall provide adequate arrangements for handling, transportation and disposal of ash as per guidelines prescribed for such units by Department of Science, Technology and Environment, Government of Punjab vide order dated 15.10.2013 …………… 6. The industry shall not install saila plant without obtaining written prior permission / NOC of the Board………………….. 7. The industry shall operate all the pollution control devices regularly and efficiently so as to achieve the prescribed standards………….. 8. The industry shall maintain the record regarding usage of fuel and generation of fly ash on daily basis alongwith the details for which purpose fly ash was used…………… 9. The industry shall obtain permission from Punjab Water Regulation and Development Authority (PWRDA) for abstraction of ground water and shall comply with the guidelines prescribed by it……………. 10. The industry is bound to comply with the air emission standards prescribed by MOEF&CC vide notification dated 16.05.2023…………… 11. The consent to operate is being granted from pollution angle only. The industry shall obtain necessary statutory permission from the other concerned department, as applicable…………… 12. The industry shall not generate/ discharge any trade effluent without obtaining prior written permission of the Board. 13. The industry shall ensure that there is no pollution/nuisance in the vicinity with the operation of the industry. 14.
