File Note: It is intimated that the project proponent has applied for obtaining consent to establish (NOC) for developing a Commercial Colony namely "Kulwant Enclave" at Village Jaswal Lahri, Tehsil & Distt. Pathankot, Punjab (4.27 acres). The industry has deposited NOC fee which is adequate for one year period against total gross value of fixed assets worth Rs. 3.34 cr. The project proponent has also submitted LOI to M/s Satyam Land Developers issued for the establishment of colony issued by Amritsar Development Authority, Amritsar vide no. ADA/CA/ASR/S-1/2025/13802 dated 28/10/2025. The industry was visited by Assistant Environmental Engineer, Regional Office, Batala on 04/12/2025 and during visit, The project proponent is proposed to construct commercial project (SCOs), however no construction work has yet been started. The site is located outside the MC Limits of Pathankot. As per report from RO the project is complying with the sitting guidelines of the various industries w.r.t the proposed site. The industry has proposed to install STP for the treatment of waste water to be generated from the domestic effluent. The treated domestic effluent @ 44 KLD will be discharged Onto Land for Planation after passing through STP. The project proponent has not submitted approved Building plan from Local body department for construction of commercial project. As such show cause notice for refusal of NOC was issued to the project proponent with hearing before SEE on 23.12.2025 which were postponed due to administrative reasons. The PP has attached approved building plan from Senior Town Planner Amritsar. The area of the colony is 4.47 acres, the built-up area is 9038.64 sq.mts, which is less than 20000 sq.mts. This the project is not required prior Environmental Clearance under EIA Notification, 2006. May if approved, consent to establish (NOC) from pollution angle may granted for one year period with the suitable conditions and special condition that:- 1. The project proponent shall comply with the condition imposed by Amritsar Development Authority, Amritsar in LOI issued vide no. ADA/CA/ASR/S-1/2025/13802 dated 28/10/2025. 2. The promoter company shall ensure that the total built up area of construction being carried out by it or any different builders/plotholders in terms of residential plots, shops/ commercial area and/or through any other construction shall not exceed the threshold limits of 20,000 Sqm. Otherwise, the project will attract the provision of the EIA Notification 2006 and project proponent is required to obtain prior environmental clearance, failing which, the promoter company/builder shall be liable for action for the violation of EIA notification dated14/09/2006. 3. The project proponent shall obtain necessary permission regarding extraction of ground water from Punjab Water Regulation and Development Authority, (PWRDA). 4. The project proponent shall obtain necessary permission from the concerned Departments, if required, at its own level. 5. The project proponent shall obtain consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 before commissioning of project. 6. The project proponent shall utilized maximum treated water within the project only and excess effluent, if any, shall be discharged into MC sewer. 7. The project proponent shall utilize treated wastewater from nearby STPs for the construction purpose and shall submit an agreement in this regard within one month. 8. The project proponent shall provide separate water meter and energy meter for the STP and maintain record of the same on daily basis. 9. The project proponent shall ensure segregation of solid waste at source, facilitate collection of segregated waste in separate streams, handover recyclable material to either the authorized waste pickers or the authorized recyclers as prescribed in Solid Waste Management Rules, 2016. The bio-degradable waste shall be processed, treated and disposed of through composting by providing mechanical composter of capacity 150 kg/day. 10. The project proponent shall ensure that all the construction material and debris shall be carried out in trucks or other vehicles which are fully covered and protected so as to ensure that the construction debris or the construction material does not get disburse into the air or atmosphere in any form. 11. The project proponent shall take all necessary steps to control the dust emissions to be generated from the construction activities of the project. 12. The promoter company shall comply with the provisions of the Construction and Demolition Management Rules, 2016. Competency Senior Environmental Engineer
