The report and recommendation of RO be perused. It is intimated that the project proponent has applied for obtaining consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for setting up of Large Scale Orange Category Milk processing and dairy products unit. The industry has deposited NOC fee, which is adequate for one year period including Rs. 500/- as form downloading fee against the fixed assets of Rs. 2496.57 Lacs.
The industry has proposed to install ETP of capacity 150 KLD for treatment of effluent generated from the process consisting Screen Chamber - Oil & Grease Chambers Collection/equalization Tank - Coagulation & Flocculation Tanks - Primary Tube Settler - Aeration Tank (MBBR)-I -Aeration Tank (MBBR)-II - Secondary Tube Settler - Filter Feed tank - Pressure Sand Filter - Screw Press (For sludge dewatering). The treated effluent shall further discharge into PSIEC Sewer after treatment as proposed by the industry. The industry has proposed to provide to discharge domestic effluent @ 2 KLD into PSIEC Sewer after septic tank. The industry has proposed to install a boiler of capacity 2 TPH. The industry has proposed to install 2 no. D.G. set of capacity 400 KVA & 250 KVA, which shall be provided with canopies.
The industry was visited by officer of Regional office on 11/12/2025 and observed as under:- 1. During visit, it was observed that construction work has been started at the site. However, no machinery is yet install. 2. The industry has proposed to provide cyclone separator as APCD with the proposed boiler of capacity 2 TPH. 3. The industry has proposed to use Agrobased Biomass Briquet @ 3 T/Day as fuel in proposed boiler. 4. The site of the industry falls in designated industrial zone i.e. Industrial Growth Center, Pathankot.
The industry has submitted Allotment letter of Plot No. C-33 Industrial Focal Point, Pathankot measuring 5000 Sq.yds in your favour on 99 years Lease hold basis for the setting up an industrial unit from PSIEC vide no. No. PSIEC/EO/21535- 539 dated 01/01/2021 on the name of Sh. Chander Shakhar Sharma, Director of the industry.
It is pertinent to mention here that the industry has obtained allotment letter for manufacturing of bricks, but the industry has obtained necessary permission from GMDIC for change of product i.e dairy milk products vide letter no.1106 dated 12.11.2025 (Copy Enclosed).
The project falls in Orange category in large scale sector, hence competency to decide the case lies with the Chief Environmental Engineer of the Board.
May if approved consent to establish (NOC) from pollution angle may be granted for one-year period with suitable conditions along with special condition: -
1. The industry shall submit NOC from PSIEC for discharge of their treated trade effluent into their sewer before commissioning of unit.
2. The industry shall comply with the conditions of allotment/transfer letter issued by the PSIEC.
3. The industry shall obtain Approved Building Plan from the concerned department.
4. The industry shall apply for consent to operate of the Board as required under the provision of Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981.
