File Note: It is intimated that earlier the consent to establish (NOC) from pollution angle to GJPL Natural Gas Pipeline, From Kanwah Village to Bani Lodhi Village in Pathankot Tehsil & District-Pathankot under Green category. This pipeline will be branched from Bathinda to Gurdaspur Natural Gas Pipeline Network and will be coming from Gurdaspur District and leading to Jammu was granted consent to establish (NOC) vide online reference no. CTE/Fresh/PBIP/GRP/2024/ 2410578183 dated 12/12/2024, which was valid up to 09/10/2025 along with certain conditions from PBIP. Now, the project proponent has applied for obtaining for extension in validity of consent to establish (NOC) and has deposited NOC fee, which is adequate for two years. The project site and the various villages along the pipelines has been visited by officers of RO along with the area in charge of the pipeline company on dated 13/12/2025 and it was observed that presently no work for the laying of pipeline has been started. There is no specific guidelines prescribed by the Board for the such projects. The project proponent has proposed various safety measures, fire protection system and cathodic protection system for the safety purpose. The pipe made of carbon steel of diameter 12’ will be laid by the project proponent for the transportation of Natural Gas. The total length of the proposed pipeline network in Punjab is approximately length 15.9 KM in District Pathankot. The project proponent has submitted a request and informed that due to the non-receipt NOC from Forest Department for the portion of the pipeline alignment passing through roadside forest land, no physical activity has been initiated at site. In adherence to statutory requirements, all preparatory and installation works remain on hold pending formal clearance under the Forest (Conservation) Act, 1980. Further, the project proponent has also submitted an undertaking that no work will be initiated or executed on the forest-land alignment under any circumstances prior to the receipt of Forest Clearance (Stage I) and the subsequent grant of working permission from the Forest Department. The project is of Rs. 43.62 Crores as such falls in large scale green category and competency lies with Chief Environmental Engineer. May if approved, consent to establish (NOC) for extension in validity for pollution angle may be granted for two years period with suitable conditions that: - 1. The project proponent shall obtain consent to operate before commissioning of the project. 2. The project proponent shall obtain necessary permission from the other departments at its own level. 3. The project proponent shall ensure proper safety measures and emergency response system as per the guidelines prescribed by the various departments. Competency Chief Environmental Engineer
