Discussed with CEE (B) in presence of SEE (ZO-2, PTA), it emerged that as per notification dated 07.06.2024 issued by MoEF&CC, processes involving melting of non-toxic metals is covered under the purview of EIA notification dated 14.09.2006 subject to the following conditions:
a) Running on Solid or liquid fuel- if the production capacity is more than 30,000 TPA
b) Running on Gaseous Fuel- if the production capacity is more than 60,000 TPA.
In present case, the production capacity is 50 TPD i.e. considering 350 working days, it becomes 17,500 TPA which is less than 30,000 TPA as it has proposed to run on PNG, hence, the unit is not required to obtain environmental clearance.
The industry has provided reverberatory furnace of capacity 2.0 TPH running on PNG.
Further, as per HWM Rules, 2016, the copper scrap is not hazardous waste as it is not covered under schedule I of the said Rules. Further, the industry will be purchasing copper scrap from local market / traders which have obtained one time authorization from the Board.
In light of the above and the report/ recommendations given by RO, if approved, consent to operate under the provision of the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry up to 30/09/2030 for manufacturing of Copper Wire Rod (8-16MM) @ 50 MTD by using Copper Scrap @ 52 MTD, Emulsion Used In the Process @ 25 Liter/ Day, Wood Briquettes Used in the Process per 50 MT Batch @ 1000 Kg/Day, Glass Used in the Process Per 50 MT Batch @ 100 Kg/Day, Isopropyl Alcohol Used in the Process @ 25 Liter/Day, with suitable conditions and following special conditions: 1. The industry shall comply with the guidelines of Punjab Water Regulation and Development Authority (PWRDA) for the abstraction of ground water. 2. The industry shall not generate and discharge any trade effluent without obtaining prior written permission of the Board. 3. The industry shall apply for obtaining authorization under Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 within one month. 4. The industry shall ensure that there is no public nuisance in the area, due to activities of the industry. 5. The industry shall obtain necessary permission from the other Govt. departments, if need be.
