The application of PP has been examined and following observations have been made:
1. As per policy of the Board, the industry is allowed to set up at a distance of 100m outside the Municipal Council limits/ phirni of village/ designated residential area /residential area comprising of 15 pucca houses by the Competent Authority of the State. However, the revenue certificate submitted by the project proponent is not in order as per policy of the Board………………
2. The project proponent has proposed to discharge domestic effluent into soakage pit, which is not allowed………..
3. RO has reported that unit is proposed at Village Tamkot, Tehsil & District Sri Muktsar Sahib but the project proponent has mentioned within MC limits in the application form………….
4. RO has reported that the project proponent has not commenced any constructional activity at the site, and no machinery has been installed or arrived at the premises. But in the application form, the project proponent has mentioned that unit was commissioned in January 2002……..
5. RO has reported that sun drying has been proposed. However, in the application form, the project proponent has proposed to install bag filter house as APCD with dryer………………….
6. Neither the project proponent has submitted the detail of machinery installed (no. of hammers, shredders, dryers, pellet machines & their capacities) nor RO has mentioned the detail of machinery………….
7. As per RO report, the industry has proposed to install cyclone followed by bag filter house as common APCD for whole unit but the project proponent has also proposed one additional cyclone separator with shredding section in the feasibility report. Moreover, as per application form only 02 bag filter houses have been proposed.
8. The project proponent has applied for production of Non-Torrefied Biomass Pellets @5 TPH using Paddy straw @240 MT/year & Sugar Cane Baggase or other waste @48 MT/day as a raw material. Hence, the plant will operate only 57.6 hours in one year, which is not feasible………..
If approved, RO may be requested to clarify the above and RO may be requested to scrutinise the application form & documents properly……..
