It is submitted that the unit is a small-scale poultry farm and has applied for obtaining NOC/consent to establish for the establishment of a layered poultry farm for the production of Broiler 20000 @ Numbers/Day by using Chicks @ 20000 Numbers/Day as a raw material at Village Naudharani, Tehsil and District Malerkotla under the green category.
The poultry farm has deposited Rs. 3400/- (Rs. 2900/- as NOC fee + Rs. 500/- as application fee) through online vide UTR no. 912451430 dated 13.12.2025 against the proposed value of fixed assets Rs. 61.08 lacs, which is adequate.
The poultry farm has submitted revenue report issued by Naib Tehsildar, Malerkotla vide dated 29.08.2025 as per which the site of the poultry farm having Khasra No. 1506/745 (3-2) and 1508/755(3-8) in the revenue estate of Village Naudharani, Tehsil and District Malerkotla report is stating as under: -
1. There is no residential colony in 500 mtr of the site.
2. There is no River, Lakes, canals and drinking water source like wells, summer storage tanks near 100 m to this poultry farm.
3. And, there are four residential houses and one rice sheller within 500 meters of this poultry farm.
4. There is no National Highway within 100 mtr of the site and no State Highway within 50 mtr of the site.
5. There is no any link road in the radius of 10-15 mtr from the site.
6. The boundary wall of poultry farm is 10 mtr away from the way.
As per Tehsildar report, the site is fulfilling the sitting criteria for establishment of poultry farm.
The poultry farm has submitted classification of land issued by DTP, Sangrur vide memo no. 1429-DTP(S)/ LPM-141 dated 15.10.2025, which is reproduced as under: -
ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਤੇ ਹਵਾਲੇ ਦੇ ਸਬੰਧ ਵਿੱਚ ਸੂਚਿਤ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਆਪ ਦੇ ਹਵਾਲੇ ਅਧੀਨ ਪ੍ਰਤੀ ਬੇਨਤੀ ਨਾਲ ਨੱਥੀ ਲੋਕੇਸ਼ਨ ਪਲੈਨ ਅਤੇ ਗੂਗਲ ਕੁਆਡੀਨੇटम (Latitude 30.481971, Longitude 75.857213) ਅਨੁਸਾਰ ਸਾਈਟ ਨੌਧਰਾਣੀ- ਸਾਅਦਤਪੁਰ ਸੜਕ ਉੱਪਰ ਪਿੰਡ ਬੁਰਜ ਨੂੰ ਜਾਂਦੀ ਸੜਕ ਤੋਂ ਲਗਭਗ 500 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਸੱਜੇ ਹੱਥ ਸਥਿਤ ਹੈ।
ਨੱਥੀ ਦਸਤਾਵੇਜਾਂ ਅਨੁਸਾਰ ਸਾਈਟ ਰੈਵੇਨਿਊ ਅਸਟੇਟ ਪਿੰਡ ਨੌਧਰਾਣੀ ਦੇ ਖमਰਾ ਨੰ: 1506//754 ਅਤੇ 1508/755 ਵਿੱਚੋਂ ਕੁੱਲ ਰਕਬਾ 3 ਬਿੱਘੇ 5 ਬਿਸਵੇ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਕਿਸੇ ਨਗਰ ਕੌਂਸਲ ਦੀ ਹੱਦ ਅੰਦਰ ਨਹੀਂ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਨੇਟੀਫਾਈਡ ਮਾਸਟਰ ਪਲੈਨ ਮਲੇਰਕੋਟਲਾ ਦੇ ਖੇਤੀਬਾੜੀ ਖੇਤਰ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਜੋਨਿੰਗ ਰੈਗੂਲੇਸ਼ਨਸ਼ 2018 ਅਨੁਸਾਰ ਖੇਤੀਬਾੜੀ ਖੇਤਰ ਵਿੱਚ ਪੋਲਟਰੀ ਫਾਰਮ ਆਗਿਆਯੋਗ ਹੈ। ਸਰਕਾਰ ਵੱਲੋਂ ਜਾਰੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰ: 17/17/01/-5 ਐਚ.ਜੀ.2/ਪੀ.ਐਫ/748024/17 ਮਿਤੀ 06-05-2016 ਅਨੁਸਾਰ ਪੰਜਾਬ ਰਾਜ ਵਿੱਚ ਪੇਲਟਰੀ ਫਾਰਮਿੰਗ ਲਈ ਭੌਂ ਵਰਤੋਂ ਤਬਦੀਲੀ ਦੀ ਪ੍ਰਵਾਨਗੀ ਪ੍ਰਾਪਤ ਕਰਨ ਤੋਂ ਛੋਟ ਦਿੱਤੀ ਗਈ ਹੈ। ਇਸ ਨੋਟੀਫਿਕੇਸ਼ਨ ਅਨੁਸਾਰ ਅਜਿਹੀ ਐਕਟੀਵਿਟੀ ਨੂੰ ਵਿਕਸਤ ਕਰਨ ਵਾਲੇ ਪ੍ਰਮੋਟਰਾਂ ਨੂੰ ਬਿਜਲੀ ਦਾ ਕੁਨੈਕਸ਼ਨ ਹਾਸਿਲ ਕਰਨ ਲਈ ਅਤੇ ਬੈਂਕ ਤੋਂ ਲੋਨ ਆਦਿ ਪ੍ਰਾਪਤ ਕਰਨ ਲਈ ਇਸ ਵਿਭਾਗ ਤੋਂ ਸੀ. ਐੱਲ.ਯੂ./ਐਨ.ਓ.ਸੀ. ਪ੍ਰਾਪਤ ਕਰਨ ਦੀ ਜ਼ਰੂਰਤ ਨਹੀਂ ਹੈ।
ਉਕਤ ਤੋਂ ਇਲਾਵਾ ਆਪ ਹੇਠ ਲਿਖੀਆਂ ਸ਼ਰਤਾਂ ਦੀ ਪ੍ਰਤੀ ਪੂਰਤੀ ਵੀ ਕਰੋਗੇ:-
1. ਆਪ ਮਾਸਟਰ ਪਲੈਨ ਮਲੇਰਕੋਟਲਾ ਦੇ ਉਪਬੰਧਾਂ ਨੂੰ ਮੰਨਣ ਦੇ ਪਾਬੰਦ ਹੋਵੋਗੇ।
2. ਆਪ ਸਮਰੱਥ ਅਧਿਕਾਰੀ ਪਾਸੋਂ ਬਿਨ੍ਹਾਂ ਪੂਰਵ ਪ੍ਰਵਾਨਗੀ ਪੋਲਟਰੀ ਫਾਰਮ ਅੰਦਰ ਪੋਲਟਰੀ ਫੀਡ ਮਿੱਲ ਜਾਂ ਕੋਈ ਹੋਰ ਇਕਾਈ ਸਥਾਪਿਤ ਨਹੀਂ ਕਰੋਗੇ ।
3. ਸਾਈਟ ਦੀ ਮਾਲਕੀ ਟਾਈਟਲ ਆਫ ਲੈਂਡ ਅਤੇ ਖਸਰਾ ਵਾਈਜ਼ ਰਕਬੇ/वਬਜੇ ਸਬੰਧੀ ਜਿੰਮੇਵਾਰੀ ਆਪ ਦੀ ਆਪਣੀ ਹੋਵੇਗੀ।
4. ਸਾਈਟ ਨੂੰ 4 ਕਰਮ ਚੌੜੀ ਸੜਕ ਲੱਗਦੀ ਹੈ, ਜਿਸ ਨੂੰ ਵਿਭਾਗੀ ਨਿਯਮਾਂ ਅਨੁਸਾਰ 60 ਫੁੱਟ ਚੌੜਾ ਕਰਨ ਹਿੱਤ ਆਪ ਸੜਕ ਦੇ ਸੈਂਟਰ ਤੋਂ 30 ਫੁੱਟ ਤੱਕ ਜੱਗਾ ਰੋਡ ਵਾਈਡਨਿੰਗ ਹਿੱਤ ਖਾਲੀ ਛੱਡੋਗੇ। ਇਸ ਦਾ ਕੋਈ ਕਲੇਮ ਨਹੀਂ ਕਰੋਗੋ।
5. ਜੇਕਰ ਸਰਕਾਰ ਦੀਆਂ ਹਦਾਇਤਾਂ ਮੁਤਾਬਿਕ ਕਿਸੇ ਵੀ ਹੋਰ ਵਿਭਾਗ ਪਾਸੋਂ ਐੱਨ.ਓ.ਸੀ. /ਮੰਨਜ਼ੂਰੀ ਲੋੜੀਂਦੀ ਹੈ ਤਾਂ ਆਪ ਸਬੰਧਤ ਵਿਭਾਗ ਪਾਸੋਂ ਐੱਨ.ਓ.ਸੀ. / ਮੰਨਜੂਰੀ ਪ੍ਰਾਪਤ ਕਰਨ ਦੇ ਪਾਬੰਦ ਹੋਵੇਂਗੇ। ਇਹ ਪੱਤਰ ਕੇਵਲ ਲੈਂਡ ਯੂਜ਼ ਕਲਾਸੀਫਿਕੇਸ਼ਨ ਸਬੰਧੀ ਹੈ।
The poultry farm has also submitted brief project report, site plan, Tehsildar Report, Classification of Land Use and copy of registry with its application form.
To verify the facts, the site of the broiler farm has been visited by the officer of this office on 19.12.2025 and it was observed as under: -
1. The site of the unit is situated at Village Naudharani, Tehsil and District Malerkotla.
2. No construction work has been started at site and land is lying vacant.
3. There is no River, Lakes, canals and drinking water source like wells, summer storage tanks near 100 m to this poultry farm. There is no National Highway within 100 mtr of the site and no State Highway within 50 mtr of the site.
4. And, there are four residential houses and one rice sheller within 500 meters of this poultry farm. Also, there is no residential area/ 15 pucca houses within 500 meters of this poultry farm. Also, there is no HT wire passing over the site of the poultry farm.
5. The poultry farm will generate domestic effluent @ 0.6 KLD will be discharged onto land for plantation after passing through septic. However, there is no generate any trade effluent.
6. The representative informed that the bird droppings will be given to the farmers as manure.
7. The industry has proposed to install D.G. set of capacity 40 KVA equipped with canopy and stack of adequate height.
From the above-mentioned facts, the site is suitable for the above said establishment of the unit.
Keeping in view of above, it is recommended that consent to establish (CTE) may be granted to the poultry farm for one year, for the establishment of poultry farm for the production of Broiler 20000 @ Numbers/Day by using Chicks @ 20000 Numbers/Day at Village Naudharani, Tehsil And District Malerkotla as a raw material, subject to the suitable conditions and with special condition that the poultry farm will comply with the Environmental Guidelines issued by the CPCB.
