It is submitted the project proponent has applied for obtaining consent to establish under the Water Act, 1974 and Air Act, 1981 for setting up of a unit for Packaged / drinking / Mineral water @ 6.0 KLD and Empty bottles @ 24000 Numbers/Day and Water @ 7.0 Kilolitres/Day and Pet Bottles @ 24000 Numbers/day as raw material under green category i.e. 187, Purification of Water and packaging (mineralized/nonmineralized water) and having domestic waste water generation @ 0.4 KLD (onto land for plantation after passing through septic tank), generation of trade effluent @ 1.0 (A part for floor washing A part for flushing in toilets A part for plantation in green park/area inside & outside the premises) and no hazardous waste generation.
Fee Details: -
The industry has deposited Rs. 3400/- (Rs. 2900/- as NOC fee + Rs. 500/- as application fee) vide R. No. 253258982 dated 14.12.2025, against the proposed value of fixed assets of Rs. 53.389 lacs, as per Project report, which is adequate for one year.
Requisite Documents: -
The industry has submitted partnership deed, registry of land, fard, DTP certificate, Partnership Deed, brief project report and site plan along with the application form.

The industry has submitted certificate issued by DTP(C)/LPM-141, Sangrur vide no. 1627 dated 12.12.2025, which is reproduced as under: -
ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਤੇ ਹਵਾਲੇ ਦੇ ਸਬੰਧ ਵਿੱਚ ਸੂਚਿਤ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਆਪ ਵਲੋਂ ਨੱਥੀ ਕੀਤੇ ਦਸਤਾਵੇਜ ਅਤੇ ਮੌਕਾ ਰਿਪੋਰਟ ਅਨੁਸਾਰ ਵਿਸ਼ੇ ਤਹਿਤ ਸਾਈਟ ਮਲੇਰਕੋਟਲਾ-ਲੁਧਿਆਣਾ ਸੜਕ (SH-11) ਉੱਪਰ ਸਥਿੱਤ ਪੰਧੇਰ ਪੈਲੇਸ ਦੇ ਸਾਹਮਣੇ ਪਿੰਡ ਸਰੌਦ ਨੂੰ ਜਾਦੇ ਰਸਤੇ ਉੱਪਰ ਸੜਕ ਤੋਂ ਲਗਭਗ 140 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਸੱਜੇ ਹੱਥ ਸਥਿਤ ਹੈ। ਨੱਥੀ ਦਸਤਾਵੇਜ਼ਾਂ ਅਨੁਸਾਰ ਸਾਈਟ ਰੈਵੇਨਿਊ ਅਸਟੇਟ ਪਿੰਡ ਗੌਂਸਪੁਰਾ (ਹ.ਬ ਨੰ. 101) ਤਹਿਸੀਲ ਤੇ ਜਿਲ੍ਹਾ- ਮਲੇਰਕੋਟਲਾ ਦੇ ਖਸਰਾ ਨੰਬਰ 470/218/111 ਵਿੱਚ ਪੈਂਦੀ ਹੈ, ਜਿਸ ਦਾ ਰਕਬਾ 1 ਬਿੱਘਾ 0 ਬਿਸਵੇ 10 ਬਿਸਵਾਸੀ ਹੈ। ਸਾਈਟ ਨੂੰ ਨੋਟੀਫਾਈਡ ਮਾਸਟਰ ਪਲੈਨ ਮਲੇਰਕੋਟਲਾ ਦੇ ਉਦਯੋਗਿਕ ਖੇਤਰ ਵਿੱਚ ਮੌਜੂਦਾ ਇੰਡਸਟਰੀ ਵਜੋਂ ਸਪੈਟ ਜੈਨ ਕੀਤਾ ਹੋਇਆ ਹੈ। ਸਾਈਟ ਅੱਗੇ ਲਗਦੇ ਰਸਤੇ ਦੀ ਚੌੜਾਈ 4 ਕਰਮ ਹੈ, ਜਿਸ ਨੂੰ ਮਾਸਟਰ ਪਲੈਨ ਮਲੇਰਕੋਟਲਾ ਵਿੱਚ 80 ਫੁੱਟ (R-4) ਚੌੜਾ ਕਰਨਾ ਤਜ਼ਵੀਜ ਕੀਤਾ ਹੋਇਆ ਹੈ। ਉਪਰੰਤ 5 ਮੀਟਰ No Construction Zone ਛੱਡਣਾ ਵੀ ਤਜ਼ਵੀਜ ਹੈ। ਸਾਈਟ ਵਿੱਚ ਮੌਕੇ ਤੇ ਉਸਾਰੀ ਕੀਤੀ ਹੋਈ ਹੈ।
ਸਾਈਟ ਨਗਰ ਕੌਂਸਲ, ਮਲੇਰਕੋਟਲਾ ਦੀ ਹੱਦ ਅੰਦਰ ਪੈਂਦੀ ਹੈ । ਨਗਰ ਕੌਸਲ ਦੀਆਂ ਹੱਦਾਂ ਅੰਦਰ CLU / ਬਿਲਡਿੰਗ ਪਲੈਨ ਦੇ ਅਧਿਕਾਰ ਸਥਾਨਕ ਸਰਕਾਰ ਵਿਭਾਗ ਪਾਸ ਹਨ। ਇਹ ਪੱਤਰ ਕੇਵਲ ਲੈਂਡਯੂਜ਼ ਕਲਾਸੀਫਿਕੇਸ਼ਨ ਸਬੰਧੀ ਹੈ। ਇਸ ਨੂੰ ਇਸ ਦਫਤਰ ਵੱਲੋ ਕਿਸੇ ਤਰ੍ਹਾਂ ਦਾ ਐਨ.ਓ.ਸੀ. ਨਾ ਸਮਝਿਆ ਜਾਵੇ।"
To verify the facts, the site of the industry was visited by the undersigned on 19.12.2025 and it was observed as under: -
1. The site of the industry is located at Village Gaunspura, Tehsil and District Malerkotla.
2. The site of the industry lies within the M.C limit. Also, there is no High-Tension Electric Wire passing over the site.
3. During visit, the work of boundary wall has been completed and other construction work is under process.
4. The industry will generate 1.0 KLD of RO reject water and same will be discharged onto the adequate land. Domestic effluent @ 0.4 KLD will be discharged onto land for plantation after passing through septic tank and trade effluent @ 1.0 KLD (A part for floor washing A part for flushing in toilets A part for plantation in green park/area inside & outside the premises).
5. The industry has not proposed to install any D.G. set or any other air polluting device in its premises.
From above, it is evident that the site is suitable for establishment of its unit.
Keeping in view of above, it is recommended that the industry may be granted NOC/Consent to Establish for setting up of a unit for Packaged / drinking / Mineral water @ 6.0 KLD and Empty bottles @ 24000 Numbers/Day and Water @ 7.0 Kilolitres/Day and Pet Bottles @ 24000 Numbers/day as raw material for one year with suitable conditions as per Policy of the Board.
