Sir, Point-wise reply to the observations raised by the worthy CEE:
The Environmental Clearance (EC) was granted with the specific condition that the project shall discharge not more than 2997 KLD of treated wastewater into the sewer, in case the sewer is laid by the Development Authorities / Local Bodies adjoining the project site.
In the absence of a sewer, the Project Proponent (PP) shall utilize the treated wastewater for irrigation of land developed as per Karnal Technology………..
At present, the PP has developed 4.5 acres of land as per Karnal Technology. In addition, the project has a total green area of 118.69 acres as per the approved layout plan, out of which 41.73 acres fall within the plotted area.
Currently, both the Karnal Technology area and the green area are being utilized for disposal of treated wastewater. Since the present occupancy is very low, the available plantation/green area is sufficient for the existing wastewater generation………
The EC was granted for a total project area of 484.27 acres. At present, the EC stands expired. As informed by the PP, a fresh proposal is pending before SEIAA. The current status of the EC application may be obtained through the issuance of a Show Cause Notice (SCN)……….
The PP submitted analysis results from Eco Paryavaran Laboratories & Consultants Pvt. Ltd., which is listed on the Board’s website under the list of approved Government and Private laboratories.
No samples were collected during the visit, as the submitted analysis reports pertained to samples collected 4–5 days prior to the date of inspection. However, if approved samples may be collected within three months………
The PP has provided two STPs of 100 KLD capacity each, totaling 200 KLD.
The figure of 277 KLD mentioned earlier is a rough estimate, as the PP has not provided a detailed breakup of villas and plots. For calculation purposes, 15 persons per unit were considered, as plots are calculated at 15 persons and villas at 5 persons.
Accordingly, the undersigned multiplied the total 137 houses/plots by 15 persons to take a liberal ………
At present, due to low occupancy, the actual wastewater discharge is less than 100 KLD, and the existing treatment facility is adequate.
However, as observed by the worthy CEE, in the event of sudden increase in occupancy of constructed villas, no safeguard or contingency plan has been proposed by the PP. Therefore, it is recommended that this aspect may also be incorporated in the Show Cause Notice…..
In view of the above, it is recommended that the following points need to be addressed by the PP:
1. Calculation error in the feasibility report, as per the note of EEZO.
2. Current status of the EC application before SEIAA.
3. Standby / safeguard arrangements in case of an increase in occupancy in constructed villas and plots.
