File Note: The industry is a small scale red category unit & engaged in manufacturing of hardware goods involving pickling and , earlier granted 'Consent to Operate' under Water Act, 1974 upto 30/06/2028 for manufacturing of WIRE WITH ACID PICKLING @ 10 T/day WIRE WITHOUT ACID PICKLING @ 5 T/day by using SULPHURIC ACID @ 8 Kgs/day WIRE ROD @ 15 T/day HCL @ 12 Kgs/day & made an agreement with M/s Fertichem Industrial Corp. for lifting its trade effluent @ 7000 Ltr/month and also made an agreement with M/s JBR Technologies Limited, Phase-8, Focal Point, Ludhiana @ 3000 Ltr/month for lifting of untreated effluent. The industry was given an opportunity of personal hearing before the Senior Environmental Engineer, Zonal Office-I, Ludhiana w.r.t. show cause notice for revocation of consent to operate granted under the Water Act, 1974 on 07.11.2025, wherein it was decided as under: 1. The industry shall regularly lift its trade effluent to the CETP operator in accordance with the agreement and ensure that no trade effluent is discharged into sewer or through any unauthorized means under any circumstances. 2. The industry shall maintain proper daily record of fresh water consumption and effluent lifted to the CETP and shall keep it available at site always. 3. The industry shall install CCTV cameras with 30 days of backup, facing towards the entry gate of the processing shed, fresh water meter installed in processing area & eluent storage tank, within 15 days. The industry shall devise a self-monitoring mechanism through CCTV cameras to ensure that no unmetered fresh water is taken for the process and no illegal disposal is made. 4. The industry shall take up the matter with CETP operator for increasing the frequency for lifting of trade effluent, so that timely disposal of the effluent could be ensured • ……………………..Present case for varied Consent to Operate……………………. Now the industry has applied for obtaining varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of WIRE WITH ACID PICKLING @ 15 T/day WIRE WITHOUT ACID PICKLING @ 25 T/day by using SULPHURIC ACID @ 15 Kgs/day WIRE ROD @ 40 T/day HCL @ 20 ltr/day and made an agreement with M/s SKIFAC Pvt., Ltd., Village Dhrour, Sahnewal, Ludhiana for lifting of H2SO4 based trade effluent @ 9000 Ltr/month and also made an agreement with M/s JBR Technologies Limited, Phase-8, Focal Point, Ludhiana@ 4000 Ltr/month for lifting of HCL based trade effluent. …….and also made an agreement with M/s JBR Technologies Limited, Phase-8, Focal Point, Ludhiana for lifting of untreated effluent……………. The adequacy of fee deposited is 30.06.2030. The industry was visited by the officer of the Board on 18.12.2025 and it was observed as under:- ……….. The industry has submitted revised agreement made with M/s SKIFAC Pvt., Ltd., Village Dhrour, Sahnewal, Ludhiana for lifting its spent acid (H2SO4) @ 9000 Ltr/month………. The industry has also made a revised agreement with JBR technology Pvt., Ltd., Phase-8, Focal Point, Ludhiana for lifting its spent acid(HCl) @ 4000 Ltr/month. ….. .Present status …………….. The industry was in operation ……………. There are two sources of water supply separately for HCL based process and H2SO4 based process, both the sources are metered. The readings on both the meters during the visit are 0.45 KL and 193.11 KL. 5. The industry is maintaining daily record of fresh water consumption and lifting of trade effluent. On perusal of the records it is found that initial balance = 1470 Ltrs, total fresh water consumption during the months of June, 2025 = 3.23 KL, July, 2025 = 1.81 KL, Aug, 2025 = 0.8 KL, Sept, 2025 = 4.09 KL, Oct, 2025 = 3.95 KL, Nov, 2025 = 3.48 KL and Total trade effluent lifted during the months of June, 2025 = 3 KL, July, 2025 = 3 KL, Aug, 2025 = 3 KL, Sept, 2025 = 3 KL, Oct, 2025 = 3 KL, Nov, 2025 = 3. KL, and closing balance = 2 KL approx.. The records are found to be in order. …………... The industry has provided separate storage tank for storage of its untreated spent acid effluent (H2SO4 and HCL based) of capacity 8000 Ltr. ……………... The industry has also installed four electric annealing furnaces. …………... The industry has installed DG set of capacity 100 KVA with canopy provided and adequate stack height………….. The industry was advised during the visit and now it has submitted an undertaking stating that it will install separate CCTV cameras facing the source of fresh water and the process area ………… The industry is complying with the decisions of the personal hearing as well as consents condition which earlier granted consents. 11. The industry has already submitted building plan prepared by approved Architect of Director of Factories, Punjab. 12. The industry is complying with the previous consent conditions granted to it under Water Act, 1974 & Air Act, 1981. Applicability of Factories Act, 1948: The site of the industry falls under designated Industrial Zone i.e. Focal Point, Ludhiana. Therefore, there is no requirement of Site Clearance u/s 41 (A) of the Factories Act, 1948…………..Approved Building Plan attached In view of the above, it is recommended that the industry may be granted varied 'Consent to Operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 upto 30.6.2030 with suitable conditions as per policy of the Board and with special condition that the industry shall install separate CCTV cameras facing the source of fresh water and the process area.(comp.
