File Note: It is submitted that the unit is educational institute/School and has applied for fresh of consents to operate under Water Act, 1974 & Air Act, 1981 for operation of educational institute i.e. school of capacity Students @ 1000 no. & Staff @ 50 no. through OCMMS in an area of 20 Kanals 14 Marla. The detail of the application is as under:- • The institute has submitted CA certificate of gross fixed assets of Rs. 1644.11 Lakhs and already deposited CTO fee of Rs. 2,64,000/- each vide R. No. BARBN52025120984849378 & BARBN52025120984849954 dated 09.12.2025 & BARBR24155170507 dated 03.06.2025 under Water Act, 1974 & Air Act, 1981. The fee deposited by the institute under Water Act, 1974 & Air Act, 1981 is adequate upto 30.09.2032 after adjusting penalty under both acts & NOC regularization fee. • The Project Proponent has submitted copy of approved building plan duly signed by the Municipal Authorities, Barnala issued vide dated 07.05.2025……………………… • The project proponent has submitted copy completion report of STP installed for the treatment of domestic effluent generated from the school. • The project proponent has submitted copy of revenue record such registry of land area to the name of firm…………………………….. • The project proponent has installed 2 no. compost pits for handling of wet waste to be generated ……………………... • The Project Proponent has submitted copy of approved building plan duly signed by the Municipal Authorities, Barnala issued vide letter no. 07.05.2025………………………As per which the total built-up area of the project is 5306.75 Sq. meter, hence project does not cover in the EIA notification……………… The project was visited by undersigned on 24.12.2025 during tour to the area and it was observed as under: - 1. The educational institute has competed its construction. As informed by the representative the school is ready for operation in coming session 2026-27. 2. The institute has installed the STP for treatment of effluent and same was not in operation during visit as there is no effluent at inlet. The school has made provision to utilized domestic effluent @ 6.3 KLD for reuse in dual plumbing by providing overhead plastic tank and remaining 18.9 KLD for plantation / green area about 4 Kanals within the premises. 3. The institute has now provided 02 nos. compost pits for the in-situ management of wet waste. 4. The institute has installed 02 no. DG set of capacity 120 KVA & 30 KVA with canopy and adequate stack height. The institute is complying with the provisions of Water Act, 1974 & Air Act, 1981. Keeping in the view of above it is recommended that consents to operate under Water Act, 1974 & Air Act, 1981 may be granted to the educational institute for operation of educational institute i.e. school of capacity Students @ 1000 no. & Staff @ 50 no. upto 30.09.2032, subject to the suitable conditions and special conditions as under:- 1. The industry shall operate its STP regularly and in efficient manner to achieve the prescribed standards for all the times…………… 2. The industry will maximum utilize its treated effluent for dual plumbing and maintain record in this regard …………….. 3. The institute shall always comply with the Solid Waste Management Rules, 2016. 4. The industry shall perform / promote its Corporate Environment Responsibility (CER) activities as well as use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic. 5. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises. 6. The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. 7. The industry shall carry out awareness and activities for the themes / action points identified under Mission LiFE (Lifestyle for the Environment) by Ministry of Environment, Forests and Climate Change given at the website (http://missionlife-moefcc.nic.in). 8. The institute will obtain all statutory clearances from other departments Category- Building & Construction Project having total project cost of Rs. 16.44 Crore Competency- Worthy Chief Environmental Engineer (Bathinda)
