Earlier, the authority was issued show cause notice along with an opportunity of show cause in writing within 15 days.. Now, the authorities have submitted reply of the show cause notice, which may kindly be perused online. PUDA has replied to main observations as under: 1. PUDA has replied that the department could not connect OCEMS and CCTV cameras with the PPCB server due to non-availability of internet services near or at the STP site. PUDA has stated that tendering work is in progress and the connection of OCEMS and CCTV with the PPCB server will be completed at the earliest… 2. A part of the treated sewage from the STP is presently used for horticulture purposes, by the agencies doing the construction works (For watering of earth work) and by the residents with the help of water tankers and the remaining treated water is discharged into the Badi Nadi. However, it is important to bring to notice that two new STPs on Badi Nadi / Choti Nadi are under construction, and as per the approved DPR, the discharge of the existing 13 MLD STP has already been integrated upcoming 26 MLD STP. Accordingly, there is a proposal that in future a sewer line may be laid from the existing STP to the upcoming Badi Nadi / Choti Nadi STP, after which the existing STP may be discontinued and the current STP may function only as a pumping station…. 3. The STP is operational, chlorination is being done, sludge records are maintained and all other directions issued during inspections are being complied with… EE, RO, Patiala has recommended to grant short-term consent to operate to the authorities for operation of the STP. In view of above, reply submitted by PUDA and report/ recommendations of EE, RO, Patiala, if approved, PUDA may be granted short term consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air Act, 1981, upto 30.06.2026, subject to suitable conditions, conditions as imposed by RO and following additional conditions: 1. The authority shall get the OCEMS and CCTV cameras provided at the STP, connected with the server of PPCB, within 15 days. 2. The authorities shall explore the possibility of using the entire treated wastewater for Horticulture/ agricultural purposes, in consultation with the Department of soil conservation. The authority shall submit proper report including PERT chart for 100 percent utilization of 100% of treated waste water of the STP for Horticulture/ agricultural purposes, within one month. *Competency- Worthy Chairperson of the Board.
